    Destination Stewardship Council
It is proposed to establish a Destination Management Stewardship Council consisting of a strategic
collective of changemakers, with the authority and influence to make meaningful change and help
Noosa to drive the implementation of the Destination Management Plan (DMP).

This group will be established to ensure accountability, maintain momentum and oversee delivery of the
DMP. The Stewardship Council will act as a high-level governance and oversight body, aligning cross-
sectoral efforts and championing initiatives that reflect the values and priorities of the DMP – particularly
where Council’s role is limited to advocacy – such as matters governed by State or Federal jurisdictions.

While Terms of Reference are yet to be determined, the Destination Stewardship Council is intended to
provide guidance for the Monitoring and Evaluation Framework, ensuring regular monitoring of progress
and implementation.

This process will be transparent, and the community will be able to track progress via an online
Destination Management Plan portal, to be launched.

3.2 Monitoring and Evaluation

The Destination Management Plan is supported by a Monitoring and Evaluation Framework that clearly
outlines what we aim to achieve, how we intend to get there, and how we will track our progress. This
framework is central to ensuring transparency and accountability to our community. It provides a clear
line of sight between our aspirations and our actions, while giving us the tools to learn, adapt, and
improve over time.

Each Guiding Principle in the DMP is paired with a dedicated monitoring framework that defines specific
outcomes, impacts, and measures. These are aligned with the Implementation Plan to ensure
consistency and to keep our efforts focused and coordinated. This structured approach helps us stay on
track, respond to emerging issues, and ensure that our actions are delivering the results the community
expects. Full details of the Monitoring and Evaluation Framework are provided in Appendix 2.

3.3 Implementation

Delivery of the Destination Management Plan will be guided by a detailed, rolling three-year
Implementation Plan. This plan outlines the actions we will take, the partners involved,
timeframes, and the resources required to support successful delivery. It will be reviewed,
