Hass Holdings atf The Quasar Trust Environmental Noise Level Study for Proposed Industrial Business Type 2 (Production, Alteration, Repackaging and Repairing), 5 Taylor Court, Cooroy Page 4 of 17 CRITERIA Measurements and Calculations All noise level measurements were conducted in accordance with the following: • general requirements of the Queensland environmental protection legislation; • Environmental Protection (Noise) Policy 2008; • Noosa Plan June 2018; • Noise Measurement Manual, Queensland Government – Environmental Protection Agency, Version 4, August 2013; and • Australian Standard AS 1055.1-1997, Acoustics – Description and Measurement of Environmental Noise, Part 1, General Procedures. Noise Limits The Noosa Plan does not contain any specific noise limit criteria for the proposed industrial sheds. In accordance with Schedule 1 of the Environmental Protection (Noise) Policy 2008 (EPP Noise) acoustic quality objectives are detailed. In accordance with the Explanatory Notes for the EPP Noise: ‘… Specifically, the acoustic quality objectives must be considered in assessment processes and help inform the decision, including any conditions that may be placed on approvals for environmentally relevant activities. The acoustic quality objectives are not individual point source emission standards but are total levels of noise in the surrounding environment. In accordance with Schedule 1 of the EPP Noise the acoustic quality objectives for dwellings are: • Outdoors, daytime and evening: o 50 dB(A) LAeq,adj,1hr; o 65 dB(A) LA1,adj,1hr; and o 55 dB(A) LA10,adj,1hr; • Indoors, night-time: o 30 dB(A) LAeq,adj,1hr; o 40 dB(A) LA1,adj,1hr; and o 35 dB(A) LA10,adj,1hr; To enable assessment against the above criteria the indoor criteria requires adjustment to be equivalent to outside the closest residences. In accordance with the Department of Environment and Heritage Protection Guideline Planning for Noise Control, Version 1, January 2016 the noise level reduction for a partially closed window is 7 dB(A) and the noise level reduction for a fully open window is 5 dB(A). Therefore, the equivalent external noise levels for the night-time period are: o 30 + 7 = 37 dB(A) LAeq,adj,1hr; o 40 + 7 = 47 dB(A) LA1,adj,1hr; and o 35 + 7 = 42 dB(A) LA10,adj,1hr; In addition to the above criteria the EPP Noise also contains noise limit criteria for ‘background creep’. In accordance with the Explanatory Notes for the EPP Noise: “Background creep occurs when noise levels creep higher and higher over time with the establishment of new development in or near an area. To ensure that the level of noise in an area does not continue to increase unreasonably, background creep needs to be controlled.” David Moore & Associates Pty Ltd Our reference: R18062/D3342/Rev.0/25.09.18
