PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 8 DECEMBER 2020

Figure 6 – Zone map of the site and the surrounding area.

It is important to note the site has been historically zoned Community Services to reflect the
previous electricity infrastructure use on site which has now been abandoned. The site adjoins a
State controlled arterial road and is a public transport route (631 & 632) with a bus stop and train
station within 100m of the site.
Given the Business Centre zone adjoins the site to the north and west and an existing commercial
use exists to the east, the proposed business uses complement those in the immediate vicinity and
is consistent with the surrounding zoning and land use pattern.
Furthermore, considering the sites proximity to transport services, the adjoining business zoning
and nearby business uses, the proposal is a logical use of the site.
It should be noted that a commercial development at 34 Elm Street has been approved which
departed from The Noosa Plan 2006 designated zone of Attached housing given the Noosa Plan
2020 supported commercial development. This site is similarly zoned for commercial development
under the Noosa Plan 2020.
Locality and Code Provisions
The subject site is located in the Cooroy and Lake Macdonald Locality and is zoned Community
Services. The proposed uses are inconsistent in the zone and the proposal does not comply with
some of the provisions the planning scheme seeks for community service development.
However, as discussed above, the proposed uses are considered compatible with the surrounding
uses, is a logical reuse of the site and therefore it is reasonable to apply the Business Centre zone
provisions given the proximity to the existing Business Centre zone and the surrounding
commercial uses.
