PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 8 DECEMBER 2020

Vegetation
Two gums are located in the north-west corner of the site. The trees have been poorly maintained
as the previous owners lopped the tops of the trees. This practice has led to poorly formed canopies
with weakly attached limbs, producing a large sail area with poor structural attachment. In high
winds these limbs are prone to failure which can impact on buildings, vehicles and pedestrians in
this high trafficable area. Given the trees poor form and choice of species for the location, it is
considered acceptable for the trees be removed and replaced with appropriate street trees to
enhance the overall streetscape for the full length of the development.
Car parking
The proposal provides 1 space in excess than required under The Noosa Plan 2016 and 6
additional spaces to that required by the Noosa Plan 2020. Carparking reduces landscaping
opportunities and given the excess, it is considered appropriate that additional landscaping is
provided in the car parking area to mitigate heat sink elements. A condition could be imposed to
reduce the car parking by 2 spaces and include as landscaping.
Traffic
The development is not utilising Diamond Lane for vehicle access. The applicant was requested
to investigate the opportunity to use Diamond Lane for vehicle access and traffic flow options. After
Council’s external consultant’s review of the applicant’s response, it was determined that there is
no advantage in terms of traffic flow to use Diamond Lane. Therefore, vehicle access including all
waste collection and commercial deliveries are proposed onsite with access from Diamond Street;
the front of the site.
Diamond Street is a State controlled road and the application was referred to SARA (TMR) for
assessment. The development is required to provide a median strip opposite the driveway which
provides for left in left out traffic movement to ensure safe vehicle movement.
Stormwater management and treatment
The stormwater drainage design includes a portion of the development site to be treated via a
Gross Pollutant Trap (GPT) to achieve the required pollutant reduction targets prior to water
release from site. This is inconsistent with the Healthy Land and Water Music Modelling Guidelines.
Additionally the applicant has not indicated the type of GPT proposed to be used.
Given the portion of the development using a GPT are primarily roofed areas, it is considered that
the applicant could make a small redesign to drain the roof water from the downpipes to anywhere
on site without changing the development layout or built form. A condition is recommended to
require all stormwater be treated via a vegetated system.

4. NOOSA PLAN 2020
Since the application was lodged, the Noosa Plan 2020 has come into effect and the subject site,
the neighbouring lot to the east (veterinarian clinic) and the 3 lots to the south west of the site have
been rezoned to District Centre consistent with the surrounding zoning. The proposed uses are all
consistent uses in the zone and the provisions for the development are generally similar to that of
the now superseded planning scheme for the Business Centre zone.
Therefore the matters raised in the assessment under The Noosa Plan 2016 for the Business
Centre zone are generally applicable for assessment under the Noosa Plan 2020. The following
Table provides the key development parameters for the Noosa Plan 2020.
