Attachment F - Carparking Evaluation -Noosa Carparking Study - McGagney report
Height – Core area is typically expected to have a low height which reflects intensity of the development relative to natural landscape features (i.e. commensurate with trees and dunes), & scale of business function (i.e. limited to local convenience function relative to other higher order centres within and external to Noosa Council area). Height for the site is generally limited to 8m for this Core area hence two stories is a consideration if not already implemented. Plot Ratio – the Neighbourhood Centre is envisaged to have a plot ratio of 0.8:1 on sites up to 2000sqm, and 0.3:1 on sites 2000sqm and above. Based on available information the neighbourhood centre is likely to be at or above the envisaged plot ratio. We have calculated plot ratio by amalgamating sites in the most viable way, hence calculations are based on amalgamation into 4 main areas. Visitor Mixed Use Zone – this part of the core area generally envisages non-residential uses at ground level and residential uses above. Based on available information the Visitor Mixed Use part of the Core Area, doesn’t appear to have a residential component hence the existing non-residential uses may exceed that envisaged. Pedestrian Links – from a structural planning perspective the existing core area defines the extent of pedestrian prioritised pathways internal to the development. The role of east/west pedestrian connection to beach areas is also established. On this basis, the pedestrian links describe the limitations imposed on GFA envisaged within the Neighbourhood Centre. This matter is likely to continue to have relevance in scenarios involving increased GFA/built form. Open space Requirements - The Neighbourhood Centre has an extensive open space area off Heron St. We have not considered open space as viable place for increases GFA on the basis that previous precedence seems to indicate town planning grounds exist for increased building works within the neighbourhood centre zone itself. Protection of David Low Way – development must consider both visual aspects, function, capacity, & efficiency as a major north south link for Noosa’s coastal areas.
