Noosa Car Parking Study 2017 - 2032
Final Report
B.4: Expected Future Development
Projected growth in future development does not necessarily translate directly to projected growth in future
parking demand, as there may be other influencing factors. Parking demands arising from residential population
growth, in particular, are expected to be captured through the provision of on-site, off-street parking (i.e. private
parking). The proportion of growth of future development that is experienced as growth in parking demand
depends upon the context of the location in question, that is, the availability of underutilised space for on-site
carparking; and on Council’s position on development applications. Three different development-to-parking
ratios were developed:
0.2 - Additional parking demand likely to be mostly catered for on-site. High and relatively unconstrained
development potential, low pressure on site potential.
0.5 - Some additional parking demand likely to be catered for on-site. Relatively unconstrained development
potential, however the area is more developed, and there is likely to be more complexities around provision
of additional on-site parking.
1.0 - Additional parking demand is unlikely to be catered for on-site due to the constrained development
environment.
Estimates for expected future development, the likely development-to-parking ratio and corresponding
expected growth in parking demand are shown in Table B-5:
Table B-5: Expected Growth in Parking Demand by 2031
Expected Growth in Parking
Centre % Increase in Development GFA Development-to-Parking Ratio
Demand from Development
Cooran 27% 0.5 13%
Cooroy 22% 0.5 11%
Hastings Street 17% 1 17%
Noosa Junction 23% 1 23%
Noosaville 25% 0.5 13%
Peregian Beach 0% N/A 0%
Pomona 25% 0.5 13%
Sunshine Beach 12% 1 12%
Tewantin 22% 0.5 11%
The above future development derived growth in parking demand was then evaluated against background
population growth and visitor demand, to refine estimates. It is likely, that an increase in resident and visitor
population will result in an increase in parking demand, independently of increases in development GFA,
although there is no exact relationship between them.
As such, population growth and visitor demand were considered qualitatively for their impact on parking
demand. The final projected growth in parking demand is shown in Table B-6:
