TOTAL 164,800 66,004 100% 40%
As can be seen from Table B-3 above, there is significant variation in development potential between centres.
Cooroy and Pomona, in particular, can achieve a 109% and 124% increase in development GFA, contributing
36% and 23% of overall additional development capacity respectively. This is considered disproportionate
relative to other growth in the region, as residential and visitor growth (which support and are supported by
development) are expected to occur more in the coastal areas such as Hastings Street. It is apparent, therefore,
that development capacity is not necessarily an indication of likelihood of development, simply the potential for
development based on the current Noosa Plan 2006.
As such, it has been assumed that only 20% of the development potential at both Cooroy and Pomona is realised,
while all development capacity at other key centres is fully realised by 2031.
The impacts of this assumption are shown in Table B-4:
Table B-4: Adjusted Development Potential in Key Noosa Centres
Proportion of

Tewantin 19,250 4,250 12% 22%
TOTAL 164,800 34,604 100% 21%
Under this assumption, Cooroy and Pomona achieve a 22% and 25% increase in development GFA respectively,
contributing 14% and 9% of overall additional development capacity. Overall development by 2031 is reduced
from 40% to 21%. This reflects expectations around sources of future residential and visitor demand, and
associated development growth.
