Noosa Council
Noosa Carparking Study 2017 - 2032
Final Report
Furthermore, a key design principle outlined within the Noosa Design Principles document is the importance of
ensuring that transport infrastructure caters for all modes, to reduce car dependency over the longer term.
The Noosa Transport Strategy, aligned with the Noosa Design Principles, sets forward the following principles
for transport:
Encourage transport options that meet the needs of both locals and visitors.
Prioritise our focus on moving people and goods rather than on moving cars.
Provide infrastructure and services that are designed to give priority to pedestrians, cyclists, scooters and
public transport over private cars.
Improve the safety and amenity of pedestrians and cyclists in our transport infrastructure.
Address peak time traffic congestion by reducing traffic rather than increasing road capacity.
Accommodate changes in transportation technology.
Align our organisational transport options and usage with Council’s Zero Emissions Strategy and the above
principles.
Design for, encourage and facilitate transport options that reduce the emissions produced by our
community.
Noosa’s current transport environment and forward looking strategic documents were considered in the
development of parking demand management and parking policy recommendations.
Parking Policy Options
Potential parking policy options and their applicability to the Noosa context were evaluated. Key potential
parking parking policy options included:
Removal of minimum parking rates;
Maximum parking rates;
In-lieu payments;
Transferable parking entitlements;
Travel demand parking reductions.
Recommended parking demand management interventions for the Noosa centres are summarised below:
Short-term
Implement a lower limit of parking minimums and an upper limit of parking maximums, with consideration
given to parking minimums of other similar regional councils, the observed utilisation of existing parking
provisions, best practise parking rate recommendations and the longer-term planning for parking rates in
Noosa Shire.
Establish a framework for the limited reduction of parking provisions below parking minimums through the
use of travel demand management measures by developers and in-lieu payment contributions. Investigate
opportunities to implement unbundled parking and shared parking in centres.
Simplify land use scenarios into three categories - Non-residential (shops & offices), residential permanent
(multiple dwellings) and residential short term (short term accommodation).
