Current Parking Performance
Although strategic parking policy options were investigated, for a detailed investigation into the parking
performance of specific centres it was conservatively assumed that no changes to parking policy (and associated
longer term reductions in parking demand) will be enacted.

An audit of the on-street carparking supply was undertaken in July 2017 as part of the Noosa Carparking Study
2017 – 2032. Parking demand for existing parking supply within nominated centres was examined using aerial
imagery of parking demand on Tuesday 25th July at approximately 11am. Parking utilisation observations were
also collected between the 18th and the 25th of January, providing an additional nine data points for each of
the study areas. Current parking utilisation for each centre is summarised in Table E-2.

Future Parking Performance
Future parking performance for the centre study areas in Noosa was determined based on assumed growth in
parking demand. This growth in parking demand was determined considering a variety of inputs including
residential population growth, growth in visitor demand (where relevant), and expected future development
growth (based on potential development capacity) for each centre.

Carparking demands and associated parking requirements have been projected forwards (linearly) to 2031, in
line with Noosa’s current development scheme, the Noosa Plan (2006). The projected on-street parking demand
for each centre was assessed against two utilisation criteria, 100% (at capacity) and 85% (ideal utilisation). A
parking utilisation level of around 85% of space occupied during periods of peak parking demand should ensure
that there is generally a parking space available to those who require it, but also minimise large areas of parking
spaces going unutilised for significant periods of time.

The additional parking supply required to achieve a utilisation rate of 100% in 2031 should be considered a
minimum (additional carparks required for carparking supply to meet predicted future demand), however, the
additional carparks required to achieve an overall utilisation rate of 85% is considered a desirable target.
