Noosa Council
Noosa Carparking Study 2017 - 2032
Final Report
As can be seen from Figure E-1 and Figure E-2, Noosa Shire’s current Shops / Office parking minimum rates
generally exceed those of comparable regional councils. There is greater variation in Residential parking
minimums for comparable councils, however, Noosa Shire’s parking rates are typically on the upper end.
In-lieu Parking Contributions
There are a number of options that can be considered when determining an appropriate in-lieu payment rate.
Many regional municipalities where in-lieu payment arrangements apply adopt a rate that offers a ‘subsidised
fee’ in recognition that shared public parking resources are a valuable asset to the broader community, with the
adopted in-lieu payment rate not being reflective of the full cost of providing a parking space. This generally
achieves a balance whereby costs associated with the rate are accessible while providing some funds for Council,
reducing their costs when building public parking.
Industry documents (Rawlinson, 2017) have been reviewed in order to outline indicative estimates for the
construction of off-street parking facilities, excluding the cost of land. Construction cost estimates for three
distinct types of off-street parking are shown in Table E-1.
Table E-1: Parking Construction Costs
Estimate of Average Cost
Parking Type Items Included
(Brisbane based data)
Surface carparking Bitumen paving, stormwater drainage, minimal lighting and some landscaping $3,000 / space
Multi-level carparking Reinforced concrete construction, open sides, minimal toilet facilities, no lifts, $17,000 – $24,000 / space
(parking station) ventilation or fire sprinklers
Reinforced concrete construction including deck over, mechanical ventilation,
Underground $49,000 – $53,000 / space
fire sprinklers, landscaping to top of deck, minimal facilities, no lifts.
Additionally, MRCagney recently completed an investigated into in-lieu payment rates in Victoria. In-lieu parking
contribution rates applied in similar regional area, in Victoria, through their respective planning schemes are
displayed graphically in Figure E-3.
