Noosa Council
Noosa Car Parking Study 2017 - 2032
Final Report
It is also noted, however, that:
In May 2013 the state required the removal of PSP13 from the Noosa Plan as a result of the introduction
of the Priority Infrastructure Plan (PIP) and its subsequent conflict with the State Regulatory Provision
(adopted charges) 2012 and section 347(1)(b) of the Sustainable Planning Act.
As a formal contribution policy is considered to be in conflict with State guidelines, contributions may be sought
to lessen on-site parking requirements via voluntary “Infrastructure Agreements”, whereby the applicant agrees
to make a contribution as compensation for transferring their carparking obligations from the development to
the community. It is noted, however, that no formal policy is currently adopted by Noosa Council to guide
negotiations. As such, voluntary “Infrastructure Agreements” are not being undertaken.
In an environment where minimum parking rates are proscribed, and where options to reduce parking provisions
are limited, it is likely that developments are oversupplying parking and / or opting not to proceed due to
significant parking provision requirements and associated construction costs.
The interaction between parking minimums and in-lieu payment contributions, and an appropriate parking
policy for Noosa, is discussed within this section.
6.1.2 Parking Rate Benchmarking
This section evaluates minimum parking requirements detailed in the Noosa Plan (2006) against other, similarly
situated regional councils in SEQ, and against industry standards, as well as their impact on parking requirements
within the Noosa Shire Council area.
6.1.2.1 Noosa Shire
For reference and benchmarking purposes, the parking rates used within the Neighbourhood Centre Zone and
Business Centre Zone study areas are shown below.
