Noosa Car Parking Study 2017 - 2032
Final Report
A standard parking space is approximately 14m2. Once vehicle manoeuvring requirements are considered, a car
space consumes approximately 20-25m2 of space. As such, small office uses would have an approximate 1:1 ratio
between the use area and the parking area. Parking requirements of this scale typically inhibit small-scale
development and encourage parking oversupply, and car dependence. A comparison of minimum parking rates
for similarly situated regional councils within SEQ is provided in Section 6.
It is noted, however, that minimum parking requirements are reduced for business uses within Business Centre
Zones, Neighbourhood Centre Zones or Village Mix Zones. Furthermore, maximum parking rates are
implemented for residential uses within Business Centre Zones.
It is also observed that there are approximately 36 different potential land uses and associated parking rates for
new developments. As such, there is the potential for consolidation of different land uses into groups based on
similar parking requirements.
6.1.1 Former Contribution Policy
Noosa Shire Council has previously enacted a policy to guide Council when assessing a development application
that sought to make a monetary contribution in lieu of the provision of onsite parking. The most recent policy
was Planning Scheme Policy 13 “Contributions in Lieu of the Provision of off-street parking” (PSP13). PSP 13 was
only applied where development was located on property within a Business Centre, Visitor Mixed Use,
Neighbourhood Centre, or Village Mix zone under the Noosa Plan. It did not apply to development within a
residential zone.
To assist in the development of contribution rates for the 2006 Noosa Plan, a review of appropriate contribution
rates was conducted, titled “Parking & Contribution Rates in Noosa Shire”, 2006. This report:
Took into consideration that construction costs and yield would vary due to topographical constraints
affecting drainage requirements, retaining walls, landscaping and access;
Recognised that given the opportunity to maximise onsite development and pay a one-off contribution for
a shortfall in parking, a developer would choose to pay the contribution, particularly in central areas where
rents and land value are high;
Acknowledged that the provision of off-street parking by Council is often at the cost of public open space;
and
Concluded that if open space land was to be used for carparking then the contribution rate should be above
the construction cost to reflect the real cost to the community of providing carparking at the expense of
open space.
As such, recommended parking contribution rates were set above construction costs to discourage developers
from taking up the contribution in lieu option. Contribution rates per space for central areas in Noosa, as per
the previous PSP13, were noted as:
