Noosa Council
Noosa Car Parking Study 2017 - 2032
Final Report
Long-term
Implement parking maximums for key locations and development types in Noosa Shire, specifically Business
Centre Zones, Neighbourhood Centre Zones or Village Mix Zones. Parking maximums will be determined
through consideration of observed parking supply demand by developers, and the impact of adjusted
parking minimum requirements on utilisation of parking provisions in the region, best practise parking rate
recommendations and the longer-term planning for parking management in Noosa Shire.
Implement transferable parking entitlements at locations where parking maximums have been implemented.
These recommendations are discussed in more detail below.
6.3.1 Short-Term (2019 Planning Scheme)
Recommended short-term parking rates in the short-term were determined based on benchmarking of current
parking rates against other, similarly situated regional councils.
In the short term, it is suggested that new minimum and maximum parking rates be implemented to provide
Council with the ability to lower parking rates where appropriate whilst also controlling developer provided
parking provisions. The maximum parking rates have been determined based on consideration of parking
scenarios which could warrant additional parking onsite.
Bounded parking requirements will also have the advantage of allowing Council to more accurately gauge
market demand for parking, which can feed into medium-term adjustments to parking minimums and
maximums.
To simply apply parking rates within the centre zone, land use has been split into three different categories.
Non-residential (shops & offices);
Residential Permanent (Multiple dwellings); and
Residential Short Term (Short term accommodation).
The short-term parking rates suggestions recommended for Noosa Council, based on available information, are
provided in Table 6-10.
Table 6-10: Short-term Parking Rates
Land Use Parking Rate
Non-residential Maximum: 5 / 100m2 GFA
Minimum: 4 / 100m2 GFA
Residential (permanent / long-term accommodation) Maximum: 1.0 spaces / dwelling
Within Business Use Zones (small dwelling units)
Maximum: 1.5 spaces / dwelling
Other Zones Minimum: 1.0 space / dwelling
Residential (Short-term accommodation) Maximum: 1.0 spaces / dwelling + staff
Minimum: 0.5 space / dwelling + staff
For non-residential uses the minimum parking rate has been reduced to 4 spaces / 100m2 GFA which matches
the suggested parking rates for shops within Toowoomba Regional Council and is considered satisfactory for
Centre zones. 5 spaces / 100m2 GFA was determined a suitable maximum parking rate, which allows developers
a choice of providing parking at the current minimum parking rates.
