Noosa Council
Noosa Car Parking Study 2017 - 2032
Final Report
Permanent residential parking such as (apartments, flats, units, townhouses) was also considered. For small
dwelling units within the business centre zone a maximum of 1 car space / dwelling is currently recommended,
which is considered reasonable. For other zones outside it is suggested that a minimum of 1 space be provided
per dwelling to cater for a single user to be provided with parking. This is considered reasonable given the
amount of reliance still required on a private vehicle within Noosa for the foreseeable future. A maximum of
1.5 cars per dwelling has also been suggested to cater for larger user groups such as families or renters who
may have a requirement for more than 1 vehicle.
Residential short-term accommodation which includes uses such as motel, backpacker lodges, serviced
apartments, accommodation hotels etc. has also been suggested to be reduced to a minimum of 0.5 spaces /
dwelling + staff and a maximum of 1 spaces / dwelling + staff, which reflects these uses reduced need for
private vehicles and is consistent with rates proposed by other local councils. The parking maximum is generally
equivalent to the minimum parking rates currently recommended in the Planning Scheme.
Alongside a reduction in banded medium-term parking requirements, it is also recommended that a framework
be established for the reduction of parking provisions below parking minimums through the use of travel
demand management measures by developers and in-lieu payment contributions. The TDM provisions along
with banded parking requirements, can continue to assist Council in establishing appropriate long-term parking
rates.
Travel demand measures such as car share could be implemented within Noosa in the future should private
enterprise indicate an interest. A suggested rate of 1 car share off-setting 5 car spaces is considered reasonable,
however we’d suggest only allowing 2% of the minimum spaces required by a development be dedicated to car
share. This is consistent with Council’s belief that most trips made in the future will still occur via private vehicles.
This is of course dependant on demand for car share.
The applicability of developer led TDM measures for specific locations was discussed previously in Section 5.4.
6.3.2 Medium-Term
Based on an expected population growth of 9,000 people over the next 25 years, Noosa is not expected to
experience a significant amount of growth in the medium term (2020-2023), however Council may wish to
consider implementing reduced parking rates with the use of travel demand measures.
It is also recommended that medium-term parking rate requirements consider market demand for parking
revealed through the banded short-term parking requirements. The following medium-term parking
suggestions, outlined in Table 6-11, have nevertheless been made, based on the Complete Street guidelines and
comparison of other local councils:
Table 6-11: Medium-term Parking Rate
