Essence of Peregian Beach Project v2
Environmental Management Plan (Construction and Operation)
5. Communication and Reporting
5.1 Site Induction
Site inductions are to be carried out by the Contractor. All personnel entering the construction area
are required to complete a site induction. The content of the site induction is to include reference
to environmental controls established on-site and outlined in this document. Site induction record
forms shall be retained and provided to Council for record keeping purposes.
5.2 Complaints and Incident Management Procedure
The Contractor shall establish a complaints management procedure, including provision for
signage advertising a phone number for members of the public to contact the Contractor should
they wish to enquire about the Project’s impacts or lodge a complaint. The Contractor shall
establish an incident management procedure for dealing with environmental incidents that may
occur during the site works. A copy of all complaints and incidents is to be provided to Council as
they occur.
5.3 Non-conformances and Incidents
All non-conformance events and incidents that arise from non-compliance with the provisions of
this EMP will be duly and appropriately recorded by the Contractor and made available to Council
within a 24-hour period. Where a non-conformance event or incident occurs, the non-conformance
report is to include the following information:
• The location of the non-conformance event;
• The time of the non-conformant event;
• The time the Contractor became aware of the non-conformant event;
• The suspected cause of the non-conformant event;
• The type of contaminant released (if any);
• A description of the resulting impacts (to the environment) of the non-conformance event;
• What actions were taken to mitigate any environment harm or environmental nuisance as
a result of the non-conformant event; and
• Proposed actions to prevent a recurrence of the non-conformance event.
5.4 Corrective and Preventive Action
Any major environmental non-conformances and incidents that occur during the construction
phase of the Project will be investigated by the Contractor to determine the contributing factors and
underlying causes of the incident. The investigations will be completed to determine corrective
actions and necessary controls to prevent recurrence. Any corrective and preventive actions
identified will be recorded on the incident form and this EMP will be updated to reflect any changes
in management procedures.
