ORDINARY MEETING AGENDA 18 DECEMBER 2014
6. Demolition of buildings and removal of asbestos contamination on the Peregian
Bowls Club site
A report prepared for the Peregian Bowls Club in October 2010 by Gary Zealand and Associates
identified that the buildings on the site contained asbestos fibrous cement sheeting and fibrous
cement castings in the roof, guttering, drains and walls of the buildings as well as fibrous cement
casting on the bowling green gutter edging and blackboard.
The presence of asbestos was known before the offer to purchase was made and the price paid
by Council reflected that fact.
An inspection by Council’s Environmental Health Officers on December 4, 2014 identified
evidence of broken pieces of asbestos guttering and sheeting lying on the ground next to one of
the buildings.
Following settlement on Wednesday 10 December Council’s Project Coordinator, Project Design
and Delivery inspected the site with an approved asbestos removal contractor with the aim of
obtaining an estimate for the safe removal of asbestos on the site and demolition of the old bowls
club buildings.
Following this visit the Project Coordinator, Project Design and Delivery has arranged for the
removal of any broken asbestos sheeting or guttering lying on the ground on the site.
The contractors estimate to remove the asbestos and demolish the buildings is $75,000.
It is recommended that quotes now be sought for the demolition of the buildings ideally before
school returns in late January 2015.

“That Council note the report by the Chief Executive Officer to the Ordinary Meeting dated 23

Finance & Risk
Finance
There is currently no capital budget allocation for the Rufous Street Precinct Project in the
2014/15 original budget due to the emerging nature of this project.
However because of the opportunities that this project presents for both Council and the
community this report seeks an initial capital budget allocation of $100,000 to be sourced in
Budget Review 3 to undertake the following activities:
the safe removal of the buildings and asbestos contamination from the Bowls Club site
(estimated cost $75,000) ; and
concept design and consultation (estimated cost $25,000)
The works are considered capital in nature and funds are to be sourced from the existing capital
program, with no net cash flow impact if possible.
