Dear Nadine

                              Information Request
                             Sustainable Planning Act 2009

I refer to your application and advise that Council requires further information to
satisfactorily assess the proposal.

Application No: MCU14/0049 & OPW14/0276
Proposal:  Material Change of Use of Premises - Industrial business
                                   Type 1 – Warehouse
                                Operational Works - Signage
Street Address: 64-66 Rene St NOOSAVILLE QLD 4566
Real Property Description: Lot 280 SP 104321
Planning Scheme: The Noosa Plan (16 September 2013)
2 INFORMATION REQUIRED

The information requested is set out below:

Issue
Landscaping - the proposal provides a poor landscaping outcome, particularly at the
frontage, and does meet minimum landscaping requirements.

Information Required
1 Provide amended proposal plans and a preliminary landscaping plan demonstrating
compliance with the Landscaping Code and PSP-3 Landscaping Plants &
       Guidelines.

Issue
Visitor Parking - The submitted ground plan has not included dimensions for the proposed
Visitor Parking spaces and the associated aisle. It appears, from the overall given
dimensions, that the parking spaces and/or the aisle are not in compliance with the relevant
sections of the applicable Australian Standard (AS/NZS 2890.1:2004).

Information Required
2 Submit amended plans that demonstrate compliance of the proposed parking
       spaces with Australian Standard.

Issue
Vehicle Manoeuvring – lack of vehicular turning areas at the ends of the driveway aisles on
the basement and ground levels.

Information Required
3 Provide amended plans that demonstrate that adequate turning areas (for B99
Vehicle) are provided at the dead ends of the aisles on the basement floor level (the
elevations plan No OGSS-001-06 Rev B indicates that this aisle terminates with RC
Block Wall) and on the ground floor level. Suggested measures for consideration
may include eg deletion of storage spaces 167 (on the basement floor level) and
215 or 207 (on the ground floor level level) to provide the required turning areas.

Issue
Loading docks - Ground Floor.

Information Required
4 Provide information of type of vehicle/s, dimensions and line making details for the
loading docks on the ground floor level that demonstrate adequate loading space
available, such that no hindrance or obstruction is created to the movements of
other vehicles accessing the site or the driveway to the storage units.

Issue
Water Sensitive Design - The proposal has not demonstrated compliance with Water
Sensitive Design Code of The Noosa Plan or the Queensland State Planning Policy for
Water Quality Management.

In particular, the Queensland State Planning Policy requires that all new developments
must be designed to remove 80% Total Suspended Solids, 60% Total Phosphorous and
45% Total Nitrogen from stormwater released from the site compared to if no
filtration/mitigation was provided. There are a number of ways this can be achieved. Healthy
Waterways has issued a Deemed to Comply Solutions document which is one method to
achieve the required pollutant reduction. This solution requires that all hardstand areas
drain to a bio-retention basin whose filter media area is sized to equate to 2.2% of the size
of the contributing catchment. The filter media surface is typically set 30cm below the
surrounding surface level. To avoid short circuiting, fall hazards, and general amenity,
adequate area must also be provided in addition to the filter media area to allow batters to
be incorporated between the surface level and filter media level. The receiving stormwater
pipework system also generally needs to be located at least 1m below the surface level.

Information Required
5 Demonstrate how the development has adequate area and stormwater drainage
capacity available to meet the requirements of the Noosa Plan Water By Design
Code and Part H, Appendix 3 of the Queensland State Planning Policy.
6 Provide preliminary stormwater management plans demonstrating adequate
drainage to and from the water treatment device(s) is achievable

Page 3

                                                                                    MCU14/0049

Issue
Waste Management – no waste management facilities are shown on the proposal plans

Information Required
7 Indicate on the amended plans the proposed waste storage and disposal facilities in
accordance with Planning Scheme Policy 9, Waste Management

Issue
Signage – The proposal significantly exceeds The Noosa Plan provisions for signage and
has not included the existing V-sign at the eastern site entrance.

Information Required
8 Amended plans providing the following:
 Include the existing V-sign in the sign area calculations
 Reduced overall signage to no greater than 20m2 total for the development
 Reduced size of largest signs to no greater than 4m2
