PROPOSED DEVELOPMENT
The proposed development includes 16 residential units comprising of 14 two
bedroom units and 2 one bedroom units. Access to the site will be provided from a
new driveway onto Doonella Street at Tewantin. Pedestrian links to the existing
pathway network will provide suitable access for residents to walk to nearby facilities
and services.
CAR PARKING REQUIREMENTS
An assessment of car parking has been undertaken in accordance with The Noosa Plan
and the Australian Standards for Off Street Parking Facilities AS2890.1.
Requirements of the Noosa Plan
According to Noosa Plan Part 14 – Driveways and Parking Code, the vehicle parking
requirements for Type 4 Conventional Use indicate 1 covered space per dwelling unit
and 1 space per 3 dwelling units and 1 visitor space per 4 dwelling units. A summary
of requirements for car parking spaces is shown in Table 1 below.
Table 1 - Council Minimum Car Parking Requirements
Type of Use Car Parking Requirement
Multiple 1 space per single bedroom unit;
Dwelling Unit 1 space per two bedroom unit plus 1 space per 3 units; AND
1 space per 4 units for visitor parking to be accessible at all
times;
Australian Standards AS2890.1 Requirements
The requirements for parking are outlined in AS2890.1:2004 for Off Street Parking
Facilities. The proposed development requires facilities for long-term parking
identified as User Class 1A (residential parking). Dimensions for car parking spaces
are outlined in Figure 2.2 of AS2890.1. Minimum requirements for 90 degree angle
parking bays include a minimum width of 2.4m, length of 5.4m and aisle width of
5.8m for Class 1A. The aisle width required for Class 1A is to allow three-point entry
and exit into 90 degree parking spaces only as outlined in Table 1.1 and Clause B4.8
of AS2890.1.

Provision has also been made for bicycle parking within the basement. The proposal
therefore complies with Council requirements for parking.
Refuse collection for the apartments will be undertaken within the site from the refuse
enclosure on the ground level. A service vehicle zone allowing forward entry and
forward exit has been designated adjacent to the enclosure for waste collection vehicle
access.

Compliance with Australian Standards AS2890.1 The parking arrangements have also been assessed against AS2890.1:2004. Parking spaces within the basement car park are indicated on the layout provided by Inter. All residential car parking spaces have a minimum length of 5.4m and a minimum width of 2.4m. Aisle widths are a minimum width of 6.2m wide. The visitor parking spaces are 2.4m wide and a wide aisle of 7.5m has been provided. The parking spaces and aisle dimensions generally comply with the requirements of AS2890.1 for 90 degree User Class 1A and User Class 3 parking. Parking spaces within the basement will be allocated specifically to residential apartments therefore search patterns and circulation will be simplified. The ends of the aisles are extended 1m beyond the last parking space to accommodate manoeuvres as per Clause 2.4.2 (c) of AS2890.1. An additional 300mm has been provided to car parking space widths for those spaces located adjacent to walls. The parking spaces comply with AS2890.1:2004 Figure 5.2 ensuring all walls and obstruction are clear of the design envelope around parked vehicles. Clause 2.5.3 of AS2890.1 provides requirements for circulation roadway and ramp grades. The proposed ramp into the basement has a grade of 1:6 for 7.52m with 2m long grade transitions of 1:20 at either end of the ramp, complying with requirements. A security gate at the bottom of the basement ramp will restrict access to residents only. The security gate will be controlled via remote control, and therefore vehicles will not be required to stop on the ramp. The minimum width for circulation roadways and ramps for two way traffic is 5.5m (with an additional allowance of 300mm if adjacent to a wall greater than 150mm high). The proposal meets the minimum roadway width requirements of 6.0m for the two-way access ramp the basement parking area. Clause 3.3 of AS2890.1 includes requirements for gradients of access driveways. The grade for the access driveway from the road frontage (kerb) to the property boundary is a maximum of 1 in 20 (5%). The proposed access meets the requirements for access driveways. Minimum queuing length is 12m (2 car lengths) from the property boundary into the site as indicated in Clause 3.4 of AS2890.1. The available queue length is 13m from kerb with clear sight visibility along the access into the site. Whilst the traffic generation from the proposed development is low and will operate under free flow conditions, a give way control point will be line marked to give priority to vehicles entering the site over those exiting. Clause 3.2 of AS2890.1 includes requirements for access driveway widths, with a recommended minimum width of 5.5m. The proposed access driveway is 5.5m wide, complying with current requirements. The driveway must meet the requirements of standard drawing RS-049 and RS-059 for residential driveways. The headroom clearance in the basement and also for the ground level overhang is at least 2.2m which complies with the minimum requirement of 2.2m as outlined in Clause 5.3.1 of AS2890.1. Photograph 2 – View from proposed access looking east.
Figure 3.3 of AS2890.1 provides minimum sight lines for pedestrian safety at
driveway accesses. To provide safe passage to pedestrians and cyclists on the
pathway, sight lines must be maintained between the property boundary and the
driveway as shown in Figure 3 below.
Figure 3– Sight Visibility Requirements
For Pedestrians and Cyclists at Driveways
The proposal complies with the requirements and the sight triangles are clear of
permanent obstructions. It is recommended that any vegetation or landscaping
treatments located within the sight triangles remain below 1.0m in height so as
driver eye height is unobstructed.

ACCESS ARRANGEMENTS There is an existing yellow edge line on Doonella Street along the site frontage restricting on-street parking. Whilst there is also a parking lane on the southern side of Doonella Street, kerb extensions for a tree prevent through vehicles from passing a vehicle waiting to turn right into the proposed driveway. Due to the location of the proposed access driveway, it is recommended that the access to the site be restricted to left in/left out only. The existing road network provides excellent alternative routes via nearby roundabouts to facilitate turns, without significantly increasing travel distance or travel time for residents. The development can comply with this requirement given its location to the road network. Restricting access to left-in and left-out only movements also minimises the impact of the development generated traffic on the road network. The yellow edge line restriction within the parking lane on Doonella Street (west of the access driveway) provides a suitable taper for left-turn movements into the site. There is also a clear distance of over 6m from the property boundary into the site, before the first car parking aisle to accommodate adequate queuing distance. The proposed access arrangements for the development have been reviewed and the proposal minimises the impact on the external road system. Modifications to Doonella Street line marking has been considered however due to access driveways opposite the subject site, changes to line marking is not considered appropriate. Providing a double barrier line on Doonella Street at the proposed driveway location will impact on the driveway on the opposite side of Doonella Street which currently has all movement access into and out of the site. It is therefore recommended that signage be used to restrict right turn movements into and out of the site. To enforce the right turn movement restriction, it is recommended that a regulatory turn prohibition sign (R2-6(L) as per the Manual of Uniform Traffic Control Devices – Part 2 Clause 2.8.2) be installed on the driveway for all vehicles exiting the site, informing motorists of the “no right turn” restriction. CONCLUSION A proposed residential apartment development has been reviewed in regard to access and parking at Doonella Street, Tewantin. An assessment of the number of parking spaces has been undertaken with regard to the requirements of Council and Australian Standards for parking facilities. Results of the assessment indicate that the number of parking spaces provided for the proposed development is considered adequate and complies with the requirements of Noosa Plan. Car parking arrangements also comply with the requirements outlined in AS2890.1 and is considered adequate and suitable for the site. Access facilities have also been reviewed in accordance with AS2890.1 and comply with the requirements outlined in AS2890.1. The impact of the development on the road network is considered insignificant. The location of the development provides excellent opportunities for residents to use alternative modes of travel and minimise the impact of car trips on the road network and the environment.
