SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 6 SEPTEMBER 2016
State of our Assets Report – The state of our assets report brings together all asset classes
and is a high level document that summarises the overall state of play with current assets by
asset class. It assists in determining the priority for detailed asset management plans and
provides a snapshot of what the overall asset condition is by asset class. Detailed asset
management plans are determined and developed from this document.
In addition to the strategic documentation there are a number of high level asset management
initiatives that are prioritised in developing asset management across Council. The roadmap has
grouped the tasks around these initiatives which are defined below:
1. Leadership;
2. Planning;
3. Support;
4. Operation;
5. Performance Evaluation; and
6. Improvement
The above initiatives are where asset management becomes part of the organisational behaviour
and culture. The roadmap defines these initiatives and further highlights the tasks required in
establishing them within the organisation. These initiatives are briefly defined below and to put
context to the level of support required in implementing and maintaining asset management
consistently across Council.
Leadership – in referencing the roadmap, this relates to policy, roles and responsibilities that
support our assets and services.
Planning – is the baseline of asset management and includes a number of functions to be
undertaken and maintained by Council and examples of these activities and initiatives include
risk assessment, whole of life activities of our assets, asset investment (particular to capital
planning and renewal programs), asset management for contracts, asset handover (ASCON
process), development of project delivery and the development of detailed asset management
plans.
Support – the roadmap recommends that Councils define its asset management capabilities to
ensure competencies are assessed to perform good asset management. This initiative highlights
training requirements at all levels across the organisation and includes initiatives such as
awareness sessions, competency training for staff undertaking asset specific functions,
development of asset management into position descriptions across the organisation and the
implementation of the priorities from the asset management information strategy.
Operation – is defined as the asset management plan through to delivery. Ensuring the asset
management culture is being implemented and maintained. The change management activities
are embedded to support the implementation of the asset management initiatives of the
roadmap. The outcome and success can be measured and Council will have the maturity and
ability to control of the outsourced asset management functions on particular asset classes.
Performance Evaluation – The roadmap initiative identifies how Council brings the asset
management system together and how to monitor, manage, review, analyse and more
specifically, how well non-conformity and the evaluation of our individual asset classes are
addressed.
Improvement - This initiative seeks to identify the mechanisms of asset failure and implement
processes to ensure these failures can be appropriately and cost-effectively responded to ensure
Council is on a continual improvement path.
