SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 6 SEPTEMBER 2016

These asset management initiatives have been broken down into prioritised tasks for the short,
medium and long term implementation and are detailed throughout the roadmap document. In
defining a time against these priorities these are:

Short = current financial year / first 12 months
       Medium         =       2017/18 to 2020/2021 financial years
Long = beyond 2020/2021 financial year.

The short term (highest priority) tasks directly relate to the development of the three strategic
documents. These asset management activities have been determined as the priority to ensure
the establishment of asset management practices around Council’s assets. The roadmap
articulates the dependencies and the potential benefits of these initiatives throughout the
document.

3 IMPLEMENTATION
The roadmap has highlighted the importance of the development of overarching strategic
documents that define the framework of Council’s asset management practices. These strategic
documents require ownership from Council and it has been considered that the development of
these documents will be developed in-house through the Asset Planning Team with the
assistance of consultancy services where required to ensure the delivery timeframes are on
target and the documents are relevant to the organisational context of asset management and
Council. Consultancy services will also be utilised to initiate the pilot detailed asset management
plans and initiate asset management awareness training.

The implementation and management of the six asset management initiatives previously defined
will require an adjustment with the current resources available to the Asset Planning Team.
These initiatives can be defined in three separate asset management functions currently
performed within the Asset Planning Team and are defined below:

Asset Planning – activities include asset management awareness & training, asset condition
assessments, data collection, ASCON process, data reconciliation, asset inspections, renewal
programmes and the development of asset management plans.

Capital Planning – Project initiation, capital works assessment & prioritisation, 10-year capital
works program, ASCON process, project and design briefs and the implementation &
management of capital works database.

Asset Systems – Asset system implementation, system development & configuration, mobility
project & support, asset inspection development, asset data reconciliation, ASCON process,
asset reporting and systems support.

These functions are integrated within the asset management framework and are aligned to the
various initiatives defined in the roadmap. Each function has specific roles that perform varying
tasks and activities which will require specialised skills and knowledge to support the
organisation. The current level of resources that relate to asset management currently reside
within the Asset Planning Team in the Planning and Infrastructure Department. The Asset
Planning Team supports not only asset management but also provides business support within
the Planning and Infrastructure Department.

The Asset Planning Team currently consists of:
1. Asset Planning Coordinator
2. GIS officer
3. Asset Systems – Project Officer – 2 years full time (Advertised)
4. Asset Systems Officer
