SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 6 SEPTEMBER 2016
5. Technical Support Officer – (Traffic Counters)
6. Administration Officer – supports all of Branch CRM and Procurement
7. Administration Officer – supports all of Department and Director
The resource allocation to the asset system (once the currently advertised Asset Systems -
Project Officer’s position is filled) is considered appropriate to move forward with the
implementation activities of mobility and ongoing rollout and support of the asset system across
the organisation, with the 2016/17 capital program including sufficient funds to support the
resourcing of the commencement of asset planning and capital planning activities. As the
roadmap implementation progresses ongoing permanent resourcing requirements can be
determined and funding implications considered through future budget initiatives.
4 SUMMARY
The implementation of the asset management roadmap is a major step forward in the
development of asset management practices across Council. Whilst the most significant short
term implications will be overcoming the backlog of asset management initiatives (i.e. asset data
condition assessments and development of the asset specific renewal programs) the long term
benefits will include possessing good asset management knowledge, processes and ultimately
least cost decision making. The implementation of the asset management roadmap is a
significant step in progressing good asset management outcomes for the Noosa community.
Previous Council Consideration
Ordinary Meeting, 19 November 2015, Item 4, Page 4
That Council note the report by the Asset Planning Coordinator to the Infrastructure & Services
Committee Meeting dated 10 November 2015 and;
A. Agree to undertake an independent Asset Management Capability Audit; and
B. Refer an additional budget allocation of $128,000 to be included in the Budget review
process (BR3) to undertake the asset management capability audit.
Finance & Risk
The funding for consultancy services to assist in the development of strategic documents and
detailed asset management plans has been made available in the 2016/17 operational budget,
with asset and capital planning activities to be funded by the capital works budget.
Council’s strategic risk register identifies poor asset planning as a high risk that can impact on
poor decision making, community services and ultimately Council’s financial sustainability and
reputation.
