EXECUTIVE SUMMARY
This report provides a recommendation for the appointment of the preferred contractor for the
maintenance of Council owned air-conditioning, heating and ventilation systems (HVAC)
contained within numerous Council owned buildings.
RECOMMENDATION
That Council note the report by the Building and Plumbing Manager to the Services &
Organisation Committee Meeting dated 6 September 2016 and:
A. Award tender (1516T089) for the whole of region maintenance of Council owned heating,
ventilation and air-conditioning systems to Gealy’s Air-conditioning and Refrigeration for the
initial term lump sum price of $48,923 excluding GST; and
B. Award the contract for an initial term of 12 months, with consideration to extend the
contract up to four (4) terms of up to twelve (12) months each.
REPORT
Under Council’s previous contract, a main contractor was engaged to undertake the maintenance
of most of Council’s split and ducted air conditioning systems. This previous contract, however,
did not incorporate all Council air-conditioning assets or the heating and ventilation systems
within Council owned buildings. This resulted in numerous contractors being utilised, with varying
costs and outcomes across the whole of Council.
The recommended contract will utilise a single contractor and provide a comprehensive schedule
of works for all Council owned heating, ventilation and air-conditioning systems for routine and
reactive maintenance.
Tenders were sought for the maintenance and servicing of heating, ventilation and air-
conditioning systems for Council owned buildings. The tender was advertised via the Local
Government Tender Web site and local press. Council received six (6) tender submissions with
five (5) deemed conforming and one (1) deemed non-conforming.
1. Tender Assessment
The tender assessment panel undertook the evaluation of the five (5) conforming tender
submissions.
