SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 6 SEPTEMBER 2016
The invitation to quote was split into separable portions to encourage responses by providers
with specific expertise. The specification avoided specifying a particular infrastructure technology
other than requiring all server operating systems to be the Microsoft Windows Server operating
system and Microsoft SQL Server due to software application compatibility requirements. The
generic specification was intended to encourage innovative solutions.
2. Tender Assessment
Three (3) submissions were received, with two (2) of these submissions deemed conforming.
Nexon included two (2) non-conforming submissions with one (1) conforming submission.
The tender evaluation panel carried out an assessment of the conforming tender submissions
from:
1) Nexon Asia Pacific; and
2) Queensland Computers.
The following table shows which portions of the Contract each respondent provided a submission
for.
Contractor Portion A Portion B Portion C Portion D
Nexon Asia Pacific All All All All
Queensland Computers All All All All
The tenders were then evaluated using the following price and non-price criteria:
Capability and resourcing;
Track Record;
Methodology;
Quality;
Safety;
Environmental Sustainability;
Contribution to Local Economy; and
Price.
3. Portion A – Managed Infrastructure as a Service
This portion of the Contract provides computer processing and storage to enable staff to access
Council computers and run various software used by the Noosa Aquatic Centre, The J, Noosa
Leisure Centre, Libraries and Noosa Community Care. The infrastructure is critical to customer
service delivery for these sites.
The Contractor will be required to run the software used by the Noosa Community Care centre
on a separate server from the Leisure facilities, under this Contract, which will help to ensure
security and availability of the software used by Noosa Community Care.
Nexon Asia Pacific scored the highest during the evaluation process for both price and non-price
elements. Nexon has provided managed infrastructure as a service to Council since December
2013, and has delivered a very reliable service with effective support and mature incident
handling processes.
Nexon Asia Pacific is the preferred contractor for Portion A – Managed Infrastructure as a
Service.
