EXECUTIVE SUMMARY
Council commissioned CH2M consultancy to undertake a capability assessment of Council’s
asset management activities across all Departments. This assessment used the ISO55000
standard as a baseline in developing a gap analysis of Council’s current asset management
practices, in order to develop a roadmap for the development of asset management activities
across Council. Undertaking an asset management capability assessment and developing a
roadmap demonstrates that Council is committed to effective organisational asset management.
The development of Council’s asset management roadmap was undertaken in four stages:
1. An asset management gap analysis;
2. Creation of a draft improvement plan;
3. Identification of roadmap initiatives, through a series of collaborative workshops; and
4. Documentation of the roadmap.
The development of the roadmap is considered a step in the overall development of good asset
management practices across the organisation. The roadmap development identified a number
of improvement activities to be undertaken and these were workshopped with various asset
managers in developing and prioritising each of these activities (and are detailed within the
roadmap document).
This report highlights the major asset management priorities required in continuing the asset
management journey and identifies the necessary resources required to commence the
implementation of these initiatives.
This report also provides roadmap tasks (Attachment 2) that give a general overview of the
number of tasks required in implementing the short term asset management priorities.
RECOMMENDATION
That Council note the report by the Asset Planning Coordinator to the Services & Organisation
Committee Meeting dated 6 September 2016 providing an update on the asset management
capability assessment and:
A. Adopt the asset management roadmap (as provided at Attachment 1 to the report) as the
asset management improvement plan for staff to commence implementation, and
B. Support the implementation of the asset management initiatives and activities across the
organisation, including those defined in the Noosa Council asset management roadmap.
