SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 6 SEPTEMBER 2016

1 BACKGROUND
The purpose of this report is to provide Council with an update of the asset management
capability assessment commissioned by CH2M consultants using ISO55000 as a baseline, and
to support the implementation of the Noosa Council asset management roadmap.

The ISO55000 standard represents current best practice in asset management, and Council has
chosen to develop its asset management system with this standard in mind. It was agreed at the
outset of the project that Council should not consider immediate compliance or accreditation to
the standard but rather alignment to the fundamentals of ISO55000 and what is best suited for
Council’s environment.

The development of Council’s asset management roadmap was undertaken in four stages, as
follows:
1.    An asset management gap analysis – through various staff interviews;
2. Creation of a draft improvement plan - is a “first cut” of the roadmap that has been created
      before all of the deliverable inputs have been considered or identified;
3. Identification of roadmap initiatives, through a series of collaborative workshops including
the development of task allocation for implementation of asset management activities and
      tasks; and
4. Documentation of the roadmap.
The roadmap workshops were facilitated by CH2M liaising with Council staff (asset managers
and stakeholders), who had a clear instruction to only consider what was a priority for Council
and to avoid ‘nice to haves’ or other specific ISO55000 accreditation activities in the development
of the roadmap. There was still an emphasis to align to the ISO55000 standard but there was no
consideration given to achieve compliance or accreditation to the standard at this point of time.

In the development workshops, staff identified Council’s five key priorities from the gap analysis
and improvement plan to determine achievable asset management outcomes. These five key
priorities are defined below:

1. Asset Management Awareness – how do we share the asset management story? How will
we communicate, undertake training and is there consideration for having different
competencies of asset management within the organisation. The need to have more staff
aware and sharing the asset management journey is key to its success. This is done through
the development of workshops, training sessions and then ongoing development of asset
specific sessions supported with relevant competencies.
2. Asset Management Resourcing – there were many recommendations from the gap
analysis that then resulted into asset management tasks and activities from the roadmap
workshops. Workshop participants acknowledged the volume of activities and that all the
outcomes/recommendations/tasks were not the sole responsibility of the Asset Planning
Coordinator. It was apparent that the range of asset management activities undertaken within
the organisation needed a review of current resourcing to support these priorities into the
   future.
3. Understanding the organisation and its context – what asset management strategies do
we have? Whilst there are some great practices and work being done by individual teams -
our asset management activities are not aligned to a whole of organisation approach and
there is no strategic guidance overarching these activities. A strategic asset management
plan and an asset management information strategy are fundamental to the development of
our asset system and detailed asset management plans. Another important element of this
priority is to demonstrate how asset management relates to individual teams in the decision
making process for services and assets – emphasis of “line of sight” principles from the
ISO55000 Standard. This priority touches all aspects of asset management and is the major
influence on how we make good asset management decisions within the organisation.
