The applicant is proposing to rejuvenate the existing hotel on site by undertaking a range of internal and external building works including demolition of the existing drive through bottle shop and amenities block to create two new beer gardens. The new beer gardens are located to the north and south of the existing Royal Mail building and have a landscape setback of 2 metres to the Poinciana and Diyan Street frontages and a setback in excess of 21 metres to the Blakesley Street frontage. Further works include the renovation of the upper-level accommodation units providing each unit with its own bathroom. During the assessment of the application and in response to officer concerns the application was modified to include the development of the vacant lot at the corner of Blakesley and Diyan Streets for use as a carparking area for 30 vehicles. The proposal has been assessed against the current Noosa Plan assessment benchmarks and is considered to generally comply with the applicable requirements. Conditions are proposed to ensure acoustic fencing is provided to the northern and western areas of the beer garden as well as restricting hours of operation and noise levels. The site is also identified as being in the Heritage and Character Area Overlay - Local Heritage Place. The proposed alterations are considered sympathetic to the original building with conditions imposed to address aspects such as balustrade and fencing. The revised carparking arrangements have been determined to be suitable for the use whilst noting that the development is technically 5 carparking spaces short of schemes acceptable outcome requirements. The shortfall is acceptable, noting advice from Council’s consulting traffic expert that the shortfall will not result in impacts to the surrounding area. The applicant has signed an infrastructure agreement for payment of a contribution in lieu of the 5 spaces.
