5. Recommended Pilot Location and Proposed Future Schedule
After careful consideration is it recommended that Pomona be considered as a suitable location to
undertake the Place Pilot for the following reasons:
One of the key aspects of the pilot is to evolve the organisation into a place-based approach
which requires increasing the skills, knowledge and understanding of staff across numerous
areas on this approach. The pilot location therefore needs to be one that has key strengths
but has some aspects that could benefit from a place-based approach. This allows the staff
to increase their skills, the organisation to adapt and the community to realise benefits. A
community requiring a higher degree of change or support or one that is larger or more
complex is unlikely to benefit from a pilot when the organisation is still in the early stages of
applying place making and being able to implement it.
The Place program would build on current activity and momentum, particularly in the main
centre areas of Pomona.
There are existing business and community leaders in the region, and community groups
using the features of ‘place’ to bring community together.
It is also becoming more used by residents outside of the immediate Pomona township but
has perceived less direct investment.
There are a number of planned and resourced projects in the location that could be included
as part of a place pilot.
The village is of a size and scale that would allow for meaningful monitoring and evaluation
of outcomes for a pilot.
Although the village achieved a good Liveability Score, there are a number of broader issues
that could benefit from an integrated place-based approach being applied.eg Environmental,
economic, social etc.
Pomona has quickly experienced a variety of changes through Covid that would benefit from
a place-based program to ensure ongoing community cohesion. These include significant
growth in tourism visitors particularly through the drive market, turnover in and changing
make-up of population, increase in people experiencing cost of living pressures, increase in
social issues e.g., homelessness, youth boredom etc.
