GENERAL COMMITTEE MEETING AGENDA 13 FEBRUARY 2023

Taking into consideration the above and the close results from the assessment of the other priority
locations, should the pilot be successful, it is recommended that consideration be given to
proposed future schedule of locations for a Place intervention. Given current resourcing it is not
possible to run more than one location at a time, and if this was to be maintained in future budgets
then the proposed future schedule be:
1. Kin Kin
2. Tewantin
Consideration could be given to running the two locations ( Kin Kin and Tewantin) in the same
year, however additional resources would be required.
6. Next Steps
Once the pilot location has been endorsed by Council a draft or indicative program has been
prepared outlining the process moving froward (Attachment 1). This will be subject to further
refinement once more detailed investigations and work is undertaken.
Previous Council Consideration
Nil.
Finance
The Place Program has been allocated funds in the 22/23 Budget for a dedicated coordinator and
to undertake a pilot place project. The purpose of the pilot is to test the viability of the place program
both within the organisation as well as in the community. The success of the pilot will determine
the future roll out of the program across the Shire over a 10 year period. This will have financial
implications for Council over the long term but will be factored into future planning and budget
cycles. Ongoing investment in various places will be considered as part of the place program, eg
how each community place program is funded including private and public investment.
Risks & Opportunities
The Place Program aligns with several key Council Strategies and Plans including the Corporate
and Operational Plan, Cultural plan and the Noosa plan 2020. Key risks identified as part of the
place program include community expectations in terms of what ultimately will be the outcomes of
a place program. Other risks include participation, resourcing and capacity for Council in
partnership with the community and key stakeholders to deliver an integrated Place Program. Key
to managing these risks is effective and clear communication, consultation, and program
management. The purpose of the pilot is to ultimately test these measures and provide learnings
for the future implantation of Place making interventions across the Shire.
Consultation
External Consultation - Community & Stakeholder
In November 2021 Noosa Council in conjunction with Place Score conducted our first Liveability
Survey. This survey was completed by 1655 community members who told us what they value
most about their neighbourhood and how they rate their neighbourhood. These scores were then
combined to provide an overall Liveability Index for each neighbourhood. These results are
statistically representative and provide key information in terms of what our Shire and individual
towns and villages value about the liveability of their place.
Internal Consultation
Effective communication and collaboration are key to the success of the Place Program. The
development of the Place Program and the Liveability Survey has involved multiple departments
across Council, particularly in the establishment of and representation on internal working group.
This group provides guidance and helps to develop and foster a good understanding of the Place
Program across the organisation and facilitates the sharing of information including the outcomes
of the Liveability Survey. In addition to this, an internal cross departmental staff workshop was held
to further share information about the Place Program, Liveability Survey and provided key
information and guidance in the selection of the pilot location.
