EXECUTIVE SUMMARY
Noosa Council endorsed in its 2019/2020 budget and subsequent budgets to establish a whole of
Council approach to place making. This included the development of a Place Program Framework
and the selection and commencement of a Pilot Place Project with the option to continue this in
the longer term across the Shire. This report presents an outline of the Noosa Place Program to
date including the key aims and objectives of the program. The report outlines the establishment
of an internal governance structure including an evaluation and monitoring process, initial
community consultation via a Liveability Survey and the selection and recommendation for the
Place Pilot location. The report will also include a schedule identifying potential locations to
continue the roll out of the program, if successful, for the upcoming coming 23/24 Budget.
RECOMMENDATION
That Council note the report by the Principal Strategic Planner to the General Committee Meeting
dated 13 February 2023 and approve Pomona to be the location for the first Place Program pilot.

the uniqueness of different localities and communities and in order to achieve this it involves
multiple stakeholders and takes a wholistic approach. A place-based approach involves looking at,
listening to, and asking questions of the people who live, work and play in a particular space in
order to discover the needs and aspirations of those people and to create a common vision for that
place.
A successful place-based approach is reliant on clear goals, strong community ownership,
leadership and facilitation. As all places are different, place-based programs need to be tailored to
reflect the specific scale, status, role and resources of the place.
There are a number of various ways to describe different approaches and interventions to place
planning, including place making, place management, place programming and place planning. The
process of place-based approaches has shifted over the years from general planning of public
