GENERAL COMMITTEE MEETING AGENDA 13 FEBRUARY 2023

2. Monitoring and Evaluation

In order to measure and evaluate the pilot as well as any future interventions it was necessary to
establish a uniform baseline of data at a point in time that can be measured against over time. In
addition to establishing this data it was also important to gain an understanding from the community
of Noosa Shire about their values, aspirations, and experiences with their individual communities.
In order to do this a Liveability survey was undertaken with the community to establish this baseline
and understand how they rated the liveability of the places where they live, work or recreate. It
also provided an overall score for each community and the Shires’ Liveability Index which can be
nationally benchmarked against other Local Government Areas.

In order to gain this information Council in partnership with Place Score undertook the first
Liveability Survey for Noosa Shire in November 2021. The results of this survey and individual
community snapshots can be found on Council’s web page
https://www.noosa.qld.gov.au/liveability-noosa.

Overall Noosa Shire achieved a good result with an Index Score of 70 out of a possible 100 with
the national average at 68. The breakdown of each localities’ score is provided below in Table 1.
Noosa Heads had the highest Liveability Index with 74, then a range of localities rated between
this and 70 indicating that these localities are performing well. Cooran and Tewantin and surrounds
had average ratings with Noosa North Shore/Como and Kin Kin showing room for improvement.

The Liveability Survey also provided what was valued the most about various localities.
Overwhelmingly, at a Shire wide level and locality level the top values were associated with
protection of the natural environment and elements of natural environment (natural features, views,
vegetation, topography, water, wildlife etc.). The Noosa community also highly values its local
centres that offer convenience while being locally owned. Noosa’s neighbourhoods and providing
a safe environment and spaces that can contribute to a stronger community spirit were valued.
There are some attributes that could be improved, specifically around movement and open spaces.
Improving the condition and quality of public spaces could also contribute to local liveability.
Attachment 1 provides a Shire Wide Snapshot of the Liveability Survey results.

When looking at a Locality level, there are some localities that have some attributes that are
identified as priorities. These are attributes that are highly valued but the experience of these is
rated low. For example, at Kin Kin the following attributes were recognised as highly valued but
the community experience of these was rated poor.
