GENERAL COMMITTEE MEETING AGENDA 13 FEBRUARY 2023
The direct budget cost of additional 3 additional roles at a Director, Manager and Co-ordinator
level, inclusive of on costs will range from $500,000 - $520,000. This does not take into accounts
costs already expended as part of the hybrid arrangements that have had a direct cost this financial
year to date of $130,000 - $135,000. The total cost of the hybrid arrangements on a full financial
year is approximately $260,000 - $270,000. Taking into account the costs of the hybrid model over
the past 18 months the direct budget impact for realignment inclusive of on costs is approximately
$240,000 - $250,000.
In forming the recommended realigned structure, extensive internal consultation has been
undertaken in various forms commencing in September of 2022 and concluding in January 2023.
This is inclusive of consultative committee consultation with Noosa Shire Council’s representative
Unions.
There was assistance provided to the executive cohort by Davidson Advisory in workshopping
contemporary Local Government structures. With the executive considering 3 contemporary
structures, then delivering a structure that is the right fit for Noosa Shire Council. The right fit
approach ensured the legacy of the past was valued, future strategic and operational planning was
considered, staff accommodation and the need to focus on service delivery was reviewed, as well
as governance, organisational performance reporting, future workforce planning and the delivery
of the 2023 quadrennial Local Government election.
The recommended structure before the Council will deliver the outcomes the Council and the
community are seeking, align to the Corporate Plan and set the administration of the Council for
future success.
