PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 28 APRIL 2015
Di Hurst Oval
The proposed subordinate local law provided for a dog off leash area at Di Hurst Oval,
Peregian Beach. Four submissions were received against the proposal on the grounds that
the oval is often used by the community for various sporting pursuits such as running,
football, soccer and cricket, and that permitting dogs off leash in the same location would not
be appropriate. Only 1 submission was received in support of the dog off leash proposal.
In light of the submissions received, it is recommended that the proposed subordinate law be
amended to remove Di Hurst Oval as a dog off leash area.
It is proposed that the various uses of the oval including the use of the oval as a dog off
leash area be considered at a later stage in the context of an overall plan for the Peregian
Beach area.
Rainbow Park Sunrise Beach
The proposed subordinate local law included Rainbow Park, Sunrise Beach as a dog off
leash area. Seven submissions were received against this dog off leash proposal on the
grounds that the park is too small, there are parking and safety issues and there is already a
dog off leash area 400 meters away.
No submissions were received in support of the proposal to make Rainbow Park an off leash
area.
In light of the above submissions, it is recommended that the proposed subordinate local law
be amended to remove Rainbow Park as a dog off leash area. This would mean the park is
an on leash dog area, which is the situation under the current subordinate local law.
Chaplin Park
The proposed subordinate local law provided that Chaplin Park, Noosaville remain a dog on
leash area. Twelve submissions and a petition were received requesting that the proposed
subordinate local law include Chaplin Park as a dog off leash area on grounds that the park
is out of the way and safe to let dogs run in and swim in the river and it has been an
unofficial dog off leash area for 30 years.
One submission was received supporting this current status on the grounds that the park
was originally set aside for holiday makers, picnickers, people wanting to fish and small boat
owners.
There was no change proposed to the status of Chaplin Park as a dog on leash area in the
Proposed Subordinate Local Law. As such, there has not been full public consultation on
this issue. It is recommended that the proposed subordinate local law not be changed (which
reflects the current status of Chaplin Park as a dog on leash area) and that the matter be
considered again at a later stage. It is likely that the Council will need to consider the
development of a broader management plan for the future use of Chaplin Park and the issue
of an off leash dog area should be considered in the light of all other potential uses of
Chaplin Park at that stage. The development of a Chaplin Park management plan would
also be the subject of community consultation.
Other submissions relating to proposed subordinate local law No 2 (Animal
Management)
The other submissions received relating the proposed subordinate law have been
considered and noted with no further amendments proposed in response.
