PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 28 APRIL 2015
catchment model is adopted, and to ensure the most accurate prediction of results, it is
important that as much and as accurate data as possible is input to the model. Existing
WSUD treatment strategies that have already been installed within developments can be
included in the eWater Source catchment model to ensure that their benefit can be captured
for the investment made into WSUD by Council and private developers. This can be
considered in future Healthy Waterways Report Cards as well as informing future catchment
management decisions. Inputting data surrounding existing bioretention basins will only be
relevant and meaningful if the existing bioretention basins are maintained to be functioning
as originally modelled.
7. Proposed review of WSUD devices
It is proposed to undertake a review of all installed bioretention basins to confirm they still
exist as per approved design and are being maintained appropriately.
This review will ensure the following:
1. Bioretention basins achieve their purpose of improving stormwater quality discharging
to Noosa Shire’s creeks and rivers.
2. Bioretention basins continue to operate as closely as possible to computer modelling
predictions.
3. Landowners with bioretention devices are educated of their purpose and the
importance of their maintenance.
4. Development approval conditions are being met.
The proposed strategy for review is as follows:
Phase 1
Compile a list of all bioretention basins required by the Noosa Plan, their current property
owners and relevant conditions of approval as they relate to maintenance of the bioretention
basin.
Phase 2
Write to private owners and liaise with Council asset owners of all the bioretention basins to:
a) inform of the purpose of bioretention basins on their development;
b) advise of the upcoming Bioretention Basin Review;
c) remind them of the conditions of their development approval that require ongoing
maintenance of their bioretention basins;
d) advise that they will be contacted in the near future to arrange for Council Officer to
inspect the bioretention basins; and
e) request copies of the most recent maintenance documents for the bioretention basin to
be made available to Council.
Phase 3
Arrange with owners to undertake checks of their bioretention basins to confirm the
maintenance has been undertaken and provide extension advice to assist with future
maintenance of the bioretention basins.
Phase 4
Provide a summary report to Council and recommendations for future action.
