GENERAL COMMITTEE MEETING AGENDA 28 APRIL 2014

In all zones a development application for either a camping ground or caravan park would be
subject to impact assessment. Further, in nearly all zones, except on land zoned Open Space
Recreation, caravan parks and camp grounds are listed as being an inconsistent use, thereby
deterring new applications for either of these uses anywhere in the Noosa area.
The Visitors Uses Code within the Noosa Plan contains specific outcomes and probable solutions
for caravan parks including the minimum size for a site (130m 2) and minimum frontage (10m).
The provisions do not allow campervans to be parked in close proximity and need review to
accommodate the campervan market.
A caravan park is also required to comply with Noosa Council Subordinate Local Law No. 1
(Administration) 2011, Schedule 10 Operation of accommodation parks. This local law stipulates
the required toilet and ablution facilities.
There are options outlined within the Queensland camping options toolkit; A guide for local
government in developing camping options, March 2014 suggesting how planning schemes may
be amended to accommodate overflow camping.
It is recommended that during the review of the Noosa Plan:
 The appropriateness of the standard definitions, the level of assessment required within
each zone and the Visitor Uses Code, be examined; and
 Options are investigated to allow private sector providers to expand their site capacities
during peak seasons to allow for overflow into established basic camping grounds that
could be dormant throughout the rest of the year.

4. Establishment Costs
The cost associated with establishing a Camp Ground or Caravan Park is significant.
The Noosa Council “Register of Regulatory Fees and Commercial Charges” indicates the
following town planning application fees would be applicable:
Community Use, Open Space, Type 2 Camp ground
Application Fee = $568 up to 10 sites plus $58 per site thereafter
Residential Use, Visitor Accommodation, Type 2 Caravan Park
Application Fee = $5,520 plus $558 per site capped at 60 sites.
Not for profit organisations may be eligible for a 50% reduction in the application fee, i.e. the
application fee for a caravan park with ten sites could be reduced from $11,100 to $5,550. If the
use is inconsistent within the zone which is applicable in all instances except for land zoned
Open Space Recreation the fee increases by a multiplier of 1.5.
Currently the fees and charges are being reviewed by the Manager, Development Assessment
and will be presented to Council during the budget process for 2014/15.
Other costs may include the construction of amenities, bitumen access, picnic facilities and
supply of water and electricity. If impact assessment is required there will also be fees associated
with public notification procedures.
Upon approval of a town planning application infrastructure charges would be applied. These
charges are outlined within Part 5 of the Noosa Shire Council Adopted Infrastructure Charges
Resolution (No.1) 2014. In Noosaville, the following would be charged - $10,000 per 1 or 2
tent/caravan sites, or $14,000 per 3 tent/caravan sites. In Kin Kin, as there is no water or
sewerage, the charge would be $6,000 per 1 or 2 tent/caravan sites, or $8,400 per 3 tent/caravan
sites. In Cooran, where there is water but no sewerage, the charge would be $8,000 per 1 or 2
tent/caravan sites, or $11,200 per 3 tent/caravan sites.
Council has a policy, namely Infrastructure Charges Rebates for Community Organisations;
endorsed by Council on 6 February 2014, refer to Attachment 1.
