GENERAL COMMITTEE MEETING AGENDA 28 APRIL 2014
Currently, if a community group were to apply to develop a caravan park or camping ground they
would not be eligible for a rebate as both a caravan park and camping ground within the policy
are classed as short term accommodation residential uses, which are excluded from the rebate in
Note 2 on page 4 of the policy:
For eligible organisations undertaking residential type developments, the rebates will only
apply to:
Aged Care Facilities (excluding Independent Living Units);
Emergency Accommodation;
Supported Residential Care (short stay and/or long stay) including disability care.
It is recommended Note 2 is amended to include two new dot points:
Open Space (Type 2) Camp Ground; and
Visitor Accommodation (Type 2) Caravan Park.
5. Need for Additional Facilities
Within Noosa there may well be a need for more camping facilities for the following reasons:
In Noosa Heads the Council owned Noosa River Holiday Parks is at full capacity during
peak holiday seasons;
Illegal camping is occurring at a range of locations;
There are no approved camping facilities in the hinterland areas of Noosa with the
exception of Pomona Caravan Park which has very limited capacity;
Throughout Australia there are approximately 475,000 caravans, RVs and camper trailers
registered. In Queensland, the number of registered caravans/campervans has risen from
92,804 in 2008 to 114,240 in 2011 - an increase of 23% in three years; and
Those camping in Recreation Vehicles make a significant economic contribution to the
communities they travel through. There is some variation between the Caravan, RV &
Accommodation Industry of Australia Ltd and the Caravan and Motorhome Club of
Australia reported expenditure levels as highlighted in Table 2 below.
