GENERAL COMMITTEE MEETING AGENDA 28 APRIL 2014

To address the issue of need in the hinterland area it is recommended that Council officers
provide assistance to existing not for profit community groups operating unapproved camping
grounds to lodge a material change of use application for assessment. With respect to Cooroy
where there is no existing camping ground, it is understood an application for a caravan park
may be lodged in the near future by a private individual. If no such application is received within
the next two months it would be desirable to identify a suitable site and to assist the relevant
community group to submit a planning application accordingly.

To address the issue of need in the Noosa Heads area consultation with the existing 3 approved
camping grounds is required in the first instance (2 privately owned, 1 Council owned). The
introduction of an overflow policy and amendments to the Noosa Plan and potentially the
subordinate local law will need to be considered to enable Noosa to accommodate campers
during peak periods.

Finance & Risk
The granting of infrastructure charges rebates ensures that much needed funds remain with the
community organisations, whilst the cost of the rebate is spread across the whole community.
Offering a rebate is at the discretion of Council and can be considered at the time of the
development application. The amendment to the policy allows Council to have the option of
granting a rebate if it considers it appropriate for the situation.
When considering applications from community groups and the granting of rebates Council
needs to be aware of their responsibilities in complying with the National Competition Policy
competitive neutrality principles of ‘full cost attribution’. This matter can be addressed during the
assessment of the development application.
