EXECUTIVE SUMMARY
      • In July 2022, the Council resolved to approve Contract No. T000078 for a Register of
Pre-Qualified Suppliers (ROPS) for Provision of Firetech Services for an initial term of
twelve (12) months plus four (4) further term extensions of up to twelve (12) months
subject to satisfactory performance. The ROPS consisted of 12 suppliers across the
          following categories:
             o Bushfire Prediction
             o Bushfire Detection
             o Aerial Operations
             o Uncrewed Firefighting Solutions
      • In November 2023, the Council resolved to add two (2) suppliers to the ROPS as a result
of an advertised refresh of the ROPS.
      • In this instance it has been determined prudent to seek a further refresh of this ROPS by
inviting new suppliers to be added to the ROPS. Suppliers who have already been
selected as a pre-qualified supplier under the ROPS need not to submit a tender in
response to this invitation unless the supplier wished to change some aspect of their
          offering.
      • In accordance with Council Procurement Policy and procedure, an Invitation to Tender
(ITT) was initiated and attracted eight (8) responses.
      • Whilst Council encouraged all capable suppliers to tender, Council intends to utilise this
ROPS to encourage the development of competitive local business and industry. This
may result in Council giving preference to local suppliers over non-local suppliers when
          engaging suppliers from the ROPS.
      • This ROPS is a register of suppliers that are pre-qualified and capable of responding to
the Council’s requirements in a timely manner; and where the Council can either:
o directly engage a supplier from the ROPS on an as required basis utilising the
rates provided within the Schedule of Pricing or on other rates as agreed; or
o request quote(s) from one or more suppliers on the ROPS on an as required basis
for fixed term services utilising the rates provided within the Schedule of Pricing
or on other rates or lump sum price as agreed.
      • Inclusion onto this ROPS does not provide a guarantee of work during the term of this
          Contract.

The establishment of a ROPS reduces the risks associated with engaging these services ensuring
that approved suppliers have the appropriate insurances.

The ROPS also is an effective way to reduce the workload on both Council and contractors to
undertake work in a timely manner, while still ensuring compliance with Council’s Procurement
Policy.

The development of a Panel Management Plan will provide internal staff guidance in relation to the
selection of contractors from the panel and assessment of contractor performance.

 Safety Risks Mitigation
The Suppliers fail to ensure the work is Prior to commencement of services, the
conducted safely and in accordance with Suppliers management plans, Safe Work
minimum standards. Method Statements, Job Hazard Analysis (or
similar) and other documentation will be
submitted, reviewed, and accepted by Council.

                                                        Council will undertake surveillance, regular
safety audits and inspections throughout the
                                                        service delivery period.

 Resource Risks Mitigation

resource shortages. personnel for the services sought here and can
                                                        add additional and appropriately skilled
                                                        resources as required.
Council can engage the services of Suppliers of
this ROPS in the event of a Supplier being
unable to supply services. Council will regularly
monitor any patterns where the Suppliers are
