Dear Mark,

The purpose of this letter is to support an application for a Development Permit for
Operational Work to construct a new driveway for a Dwelling House at the abovementioned
address. The new driveway is in association with the alterations and additions being made to
the existing dwelling at the site. A copy of RPEQ designed proposal plans prepared by SCG
Consulting Engineers, dated November 2024, is provided as Attachment 1.

Under the Table of Assessment (Table 5.8.1) Operational Work for a driveway for a Dwelling
House is accepted development subject to requirements. The applicable assessment
benchmarks are those listed in Table 5.8.1, which are reproduced below.

An assessment is also provided below demonstrating compliance with each of the most
relevant acceptable and performance outcomes.

Relevant assessment benchmarks:

    • PO8 – Complies, the proposal includes a driveway and access plan (Dwg No. 0387-
OW2.1) with a maximum width of 4.0 metres at the kerb and 3.5 metres at the property
boundary, consistent with Standard Drawing RS-049. The driveway details plan (Dwg
No. 0387-OW2.2) also provides Section A-A – Driveway Profile, designed to meet
existing site constraints and will minimise any stormwater impacts of the site. The
proposed driveway will provide safe access to and from the site for use by vehicles and
pedestrians to the extent practicable, having regard to the steepness of the footpath
area in this location, consistent with PO8 (refer Attachment 2).

    • PO10 – Complies, the driveway and crossover will be constructed of concrete, which is
        suitable and practical.

    • PO11 – Complies, the proposed driveway will not cause water ponding and will not
enter buildings. Further, it will not reduce the stormwater carrying capacity of the
        roadway.

    • PO12 - Complies, the driveway and access plan (Dwg No. 0387-OW2.1) demonstrates
the proposed driveway crossover is not located near stormwater drainage
        infrastructure.

    • PO13 – The proposed driveway and crossover are in the same location, well removed
from the Tree Protection Zone (TPZ) for the existing tree located in the road reserve to
the east of the driveway (see Dwg No. 0387-OW1.1 and Attachment 2). The proposal
minimises adverse impacts on the streetscape and traffic network by utilising the
current crossover location to service the site. The proposed design will not have a visual
        impact on the streetscape.

    • AO14 – Complies, the proposal seeks to construct one (1) driveway, is not on a corner
lot, and is located within the Low Density Residential Zone. Further, will not impede the
safe and efficient use of the road network.

    • AO15 – Not applicable, the site is not mapped within a Bushfire hazard area.

    • AO16 - Not applicable, the site is not mapped within a Flood hazard area.

    • AO17 – Not applicable, the proposal does not include underground parking.

    • AO18 – Not applicable, the proposal is not within proximity to a substation or
        transmission line.

                                                                                        2|Page

Summary

In summary, the proposed driveway and crossover design utilises the existing access location
and satisfies access and safety requirements. The design provides for a driveway and crossover
that complies with the relevant performance outcomes, in terms of having a suitable width,
adequate vehicle clearance and is not in proximity to existing infrastructure in the road reserve.
The proposed design minimises impact on stormwater drainage systems and will have no
adverse impact on the existing street tree fronting the site. The proposed design of the
driveway and crossover will match the existing footpath profile fronting the land, and is a
practical response in the circumstances.

Should you have any questions with respect to the above, please contact me.

Yours faithfully
