SERVICES & ORGANISATION COMMITTEE MEETING 9 SEPTEMBER 2025

RECOMMENDATION
That Council
   A. Note the report by the Disaster Management Officer to the Services & Organisation
Committee dated 9 September 2025 providing an update on disaster management, resilience
and reconstruction activities to 30 June 2025; and
   B. Thank the members and advisors to the Noosa Local Disaster Management Group for their
      participation.

REPORT
1. Noosa Local Disaster Management Plan
In alignment with the Queensland Disaster Management Arrangements’ commitment to continuous
improvement, and in accordance with requirements set by the Office of the Inspector-General
Emergency Management (IGEM), the Noosa Local Disaster Management Plan underwent a formal
evaluation for the 2024 calendar year. This evaluation was conducted using the Emergency
Management Assurance Framework.

Additionally, a review report outlining the response to Tropical Cyclone Alfred (TC Alfred) and the
Western Queensland Trough rainfall event was submitted to IGEM.

In anticipation of the release of the new State Disaster Management Plan in late 2025, this year’s
review of the local Disaster Management Plan has focused on structural improvements to support
future updates. Key changes include reformatting the Plan to streamline amendment processes. A
comprehensive review is scheduled for 2026 to ensure full alignment with the updated State
framework and to maintain consistency across all levels of disaster management planning.

Operational enhancements and identified improvements arising from the TC Alfred and Western
Queensland Trough activations are being progressively implemented as resources allow. These
improvements have been documented through a governance process that captures the activation,
areas for improvement, and corresponding actions. This documentation supports compliance with
the Queensland Disaster Management Arrangements (QDMA) continuous improvement cycle.

2. Noosa LDMG membership
Mayor Frank Wilkie remains the chair of the LDMG with Cr Jessica Phillips as the LDMG Deputy
Chair and Chair of the Recovery Group.

LDMG member and advisory group structures remain the same since the last report.

3. LDMG Meetings
As required under the Disaster Management Act, the Noosa Local Disaster Management Group
meets four times a year to network and discuss the four key elements of disaster management –
planning, preparation, response and recovery. Council remains extremely appreciative of the
valuable time of all members and advisors to the LDMG including state government emergency and
health agencies and support agencies from across Noosa. A key focus of the group is maintaining a
disciplined meeting format to ensure readiness for a disaster, but also complementary relationship
building to endear effective collaboration and communication.
