SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 10 SEPTEMBER 2019
Public place
Council’s public place bin numbers have continued to grow over the past year. This has included
increased recycling services at Hastings Street, The Woods, Cooroy, Pomona and Cooran. In all,
twenty new public place recycling bins were installed across these areas.
Waste officers are currently working with Local Laws to introduce new dog bag dispensers (see
below photo) where needed. The new style dog bag dispenser is easier to load and also made of
aluminium to make them more resistant to the local environmental conditions. Council continue to
use compostable bags.
Illegal dumping
Waste officers have issued twelve Penalty Infringement Notices in the past 12 months for illegal
dumping. Two of these PINS were additional fines for then failing to clean up the dumped waste.
This resulted in $15,052 worth of fines for the 2019FY.
Camera surveillance has continued with them deployed around the known dumping hotspots.
Cameras continue to be the most effective front line defence against illegal dumping, providing
reliable evidence of dumping activities. As occurred last year, some cameras are deployed
around known trouble spots during the Bulk Kerbside collection.
Container Refund Scheme - Visy Recycling Agreement
The Container Refund Scheme (CRS) commenced in Queensland on 1 November 2018. CRS
provides for a 10c refund for eligible food and drink containers that are then recycled. This
scheme is funded by the Food and Beverage Industry and administered for the Queensland
Government by COEX to pay members of the public and recycling operators for returned
containers. Council financially benefits from this refund scheme due to receiving payment for
eligible containers sourced from the yellow lidded recycling bins sent to the Visy recycling facility
at Bli Bli. A legislated sharing agreement provides for 50/50 sharing of CRS revenue up to the 30
September 2019. After that date a formal agreement must be entered into between Council and
Visy for sharing the revenue. This agreement is currently under negotiation.
