RECOMMENDATION
That Council note the report by the Manager Revenue Services to the Services & Organisation
Committee Meeting dated 10 September 2019 providing an overview of the July 2019 Rate Levy.
REPORT
This report provides Council with a summary of the July 2019 rate levy.
1. Levy Summary
Rate notices were issued on the 16 July 2019 with a due date of the 16 August 2019. The gross
amount of the levy was $39.57 million, which comprised of $36.21 million of Council rates and
charges, and $3.36 million for the State Emergency Management Levy. Between January 2019
and July 2019 the net increase in rateable properties was 78, representing minimal growth of
0.26%.
Properties within the Shire were revalued by the State government for the 2019/20 financial year,
with an overall Shire increase of 6.41%. At a more detailed level, however, the increase in
valuations varied greatly both at a locality and property type level and these changes resulted in
changes to the differential general rate structure, decreasing the number of differential general
rate categories from 30 to 26. The number of valuation bands for properties classified as
Residential (Principal Place of Residence) and other was decreased from 10 to 7, and the
category for Extractive Industries (excluding quarries) was removed as there are no longer any
active mining leases in the shire.
Significant changes were also made to the charging structure for waste management services,
as a result of the introduction of the State Waste Levy on commercial waste, and a new charging
regime was introduced for the commercial properties using the bin enclosure located on Council
land at Peregian Beach. A new special levy was introduced at the request of the Noosa Junction
Traders Association to allow scoping work to be undertaken for the re-development of the
streetscape in the Noosa Junction locality.
