Traffic Impact Statement
51 Elanda Street TIS 2024-11-25 3.2.2 Signal Control Impact on vehicle Queueing Whilst priority will be given to entering vehicles, sufficient queuing area will need to be provided to accommodate a vehicle at Ground Level should it be required to give way to a vehicle that has already begun to egress the site. The proposal provides a 6m long queuing area by means of a hold bay. It should be noted that the queuing provision requirements outlined in ‘AS2890.1’. are based on the number of carparks and does not take into account the land use or development traffic generation/ space turnover. Additionally, it should be noted that the queuing requirements specified in Table 3.3 of ‘AS2890.1’ primarily relate to the requirements at short-stay car parking facilities (e.g. city centre parking, parking stations, hospital and medical centres) and its application in this instance is not considered appropriate. The purpose of queuing provisions is to ensure that any queuing generated by internal development traffic operations, such as vehicles stopped waiting for the car lift, are contained within the subject site. Such that there is minimal impact on the external road impact. A Poisson distribution queueing analysis have been conducted to determine the impact which the proposed signal control and car stacker operations would have on vehicle queueing at ground level and within the basement. The proposed development would have a peak hour generation of 3.3 vehicles during both AM and PM peak hours. This would entail: • AM Peak: 1 inbound and 3 outbound • PM Peak: 3 inbound and 1 outbound • Total cycle time (ramp and furthest car bay): 40 seconds The vehicle queueing analysis results (based on worst-case PM peak volumes) are provided in Table 3.2.
