1 Introduction
1.1 Project background
NBN Co has engaged Ericsson as the equipment vendor and project manager to establish the
infrastructure required to facilitate the fixed wireless component of the National Broadband Network
(NBN). Ericsson has in turn engaged Aurecon Australasia to act on its behalf in relation to the
establishment of the required fixed wireless network infrastructure.
The NBN is an upgrade to Australia’s existing telecommunications network. It is designed to provide
Australians with access to fast, affordable and reliable internet and landline phone services. To
support the fixed wireless component of this network, NBN Co requires a fixed wireless transmission
site to provide wireless internet coverage to Cootharaba and to serve as a key communications
anchor point for other NBN Fixed Wireless facilities in the wider Sunshine Coast region.
Final consent from the Department of Natural Resources and Mines (DNRM) has not yet been
obtained; subsequently the Development Application associated with this proposed development has
not yet been lodged. Planning consent will be required for the following:
40 m high monopole
1 x parabolic dish antenna
3 x panel antennas
3 x remote radio units
2 x 0.65 m2 outdoor (one future and one proposed)
Ancillary equipment associated with operation of facility, including cable trays, cabling, safe access
methods, bird proofing, earthing, electrical works and air-conditioning equipment
The proposed facility will be located within a road reserve at Davis Road, Cootharaba, and east of Lot
500 on CP885200. The proposed facility is necessary to provide NBN Co fixed wireless broadband
coverage to the Cootharaba region.
1.2 Project location and proposed development
The proposed NBN Fixed Wireless compound location (ie the proposed development area) will be
located on Davis Road, Cootharaba, and east of Lot 500 on CP885200. The proposed development
area is approximately 0.16 ha (refer Figure 1).
The Local Government Authority for the proposal is the Noosa Shire Council and the site is currently
included in the ‘Boreen Point, Kin Kin & Cootharaba locality – Rural Zone’ under the Noosa Plan 2009.

The location of the proposed facility comprises an 8 m x 10 m lease area (NBN compound) situated
within the road reserve, east of the formed section of Davis Road. The road reserve (subject site) is
heavily vegetated and largely unimproved, a part from a few sections that have been previously
cleared for driveway access and aerial power lines. Figure 1 illustrates the subject site and location of
the proposed facility. The site surrounds are characterised by large rural residential and agricultural
grazing properties, and heavily vegetated hinterland and valley areas.
Nearby villages in the wider locality include Traveston (north west), Cootharaba and Pinbarren (north
east), Pomona (south east) and Federal (south). The wider locality also contains areas of
environmental and heritage significance, including:
Cooloothin Conservation Park, Noosa River, Lake Cooroibah (south east)
Lake Cootharaba (east)
Wahpunga Range (north west)
The construction timeframe for the proposed facility is expected to commence in February 2016 and
be completed by April 2016.
For the purpose of the flora survey report and associated survey method guidelines, a ‘clearing impact
area’ which includes a 100 m buffer from the proposed development is displayed in Figure 1, with the
methodology discussed in the following section.
1.3 Purpose of report
This report has been prepared as per the requirements of the Nature Conservation Act 1992 (NC Act)
and Nature Conservation (Wildlife Management) Regulation 2006 (NC Reg). The Protected Plants
Legislative now applies a ‘risk-based’ approach to regulate the clearing of protected plants in
Queensland. As such, only clearing determined to be of a high risk requires field assessment.
The proposed development area, situated within a road reserve at Davis Road, Cootharaba, is within
a ‘High risk area’ identified on the Department of Environment and Heritage Protection (DEHP)
Protected Plants Flora Survey Trigger Map (refer Appendix A). Consequently, a protected plant flora
survey is required under the provisions of the NC Act to identify any Endangered, Vulnerable, or Near
Threatened (EVNT) flora species that may be present within the area.
On the 23 March 2015 Aurecon conducted a protected plant flora survey of the proposed development
area in accordance with the Flora Survey Guidelines – Protected Plants (DEHP 2014) (herein referred
to as the Flora Survey Guidelines). This report presents the results of the protected plant survey.

2 Methodology
2.1 Desktop assessment
A desktop assessment was undertaken in accordance with the Flora Survey Guidelines prior to the
flora field survey. The following desktop searches were assessed:
Protected Plants Flora Survey Trigger Map
Regulated Vegetation Management Mapping
EPBC Protected Matters Search Tool
Wildlife Online Database
Results associated with these desktop searches are presented in the following sections.
2.1.1 Protected Plant Trigger Map
A review of the DEHP Protected Plants Flora Survey Trigger Map identified the proposed development
area as located within a ‘High risk area’ for protected plants under the NC Act (refer to Appendix A).
An on ground flora survey is therefore required in accordance with the DEHP Flora Survey Guidelines
to determine if any EVNT species are present within the proposed development location and
associated ‘clearing impact area’ involving a 100 m buffer (shown in Figure 2).
2.1.2 Regional Ecosystem mapping
A review of the Regulated Vegetation Management Mapping for the proposed development area
shows that most of the subject site is considered remnant vegetation (Category B), with small areas of
non-remnant vegetation (Category X) in the surrounding areas, as displayed in Figure 3.
The DEHP certified Regional Ecosystem (RE) mapping for the proposed development area indicates
that the remnant vegetation is mapped as ‘No concern at present’ RE 12.9-10.17 (refer Figure 4). The
proposed development area also contains Essential Habitat (EH) mapping for the following species:
Koala (Phascolarctos cinereus)
2.1.3 Database search results
A Wildlife Online search was conducted for the proposed development area with a 2 km buffer. One
EVNT species (ie Ricinocarpos speciosus) was returned within the 2 km buffer for the Wildlife Online
search.

2.2 Survey methodology
2.2.1 Clearing impact area
Clearing within a ‘High risk area’ requires a protected plant flora survey to be undertaken within the
clearing impact area. A clearing impact area is defined under section 249 of the regulation as ‘the area
to be cleared to the extent it is within a high risk area, together with a buffer zone – an additional area
100 m in width around the development footprint’.
As shown in Figure 1, the ‘clearing impact area’ includes a number of lots:
Lot 500 on CP885200 (adjacent lot, access granted by landholder) Davis Road Reserve (location of
proposed NBN facility)
Lot 5 on RP894929 (adjacent lot, access granted by landholder)
Lot 4 on SP176875 (adjacent lot, access granted by landholder)
The clearing is only proposed to occur within the road reserve; however the above lots were included
in the flora survey to comply with the required clearing impact area (ie 100 m buffer around area to be
cleared).
2.2.2 Timed meander method
As the timed meander method is the preferred approach within the Flora Survey Guidelines, this
method was adopted to identify EVNT species within the clearing impact area. The protected plant
flora survey was conducted on 23 March 2015 by suitably qualified ecologists (ie Cassandra Arkinstall
and Chelsea Karena) (refer Section 2.3).
During field surveys it was determined that two habitat types existed within the clearing impact area
including the following:
Highly disturbed areas (including road reserve, access tracks, and other previously disturbed
areas), approximately 1.37 ha
Remnant RE 12.9-10.17, approximately 2.59 ha
These two habitat types are shown in Figure 5, and as per the Flora Survey Guidelines timed
meanders were conducted in each habitat type (one meanders per type). Descriptions of these habitat
types are provided in Section 3.1.
2.2.3 Survey timing
The protected plant flora survey was conducted prior to submission of the proposed Development
Application to ensure that the locations of any EVNT flora species present within the clearing impact
area were recorded and managed appropriately.
The survey timing in March was suitable to ensure that EVNT species, if present, could be identified at
the time of the survey. Whilst there were constraints on the timing of this survey for the proposed
development construction timeframes, it is considered that the survey timing was sufficient to
determine the presence of the protected plants found in the database searches, with species either
being in flower or fruit lifecycles or having distinctive leaves and habitat for targeted searches.
2.2.4 Permits to conduct works
The protected plant flora survey was conducted in accordance with Aurecon’s Scientific Purposes
Permit (WISP14453114).

2.2.5 Survey limitations
The information presented in this report is subject to survey limitations. The protected plant flora
survey was conducted to identify the presence of EVNT flora species within the clearing impact area.
This report is specific to the findings of the protected plant flora survey and does not provide a
description of the entire ecological values of the clearing impact area.
Furthermore, this report does not provide a comprehensive list of all flora species within the clearing
impact area but rather a description of any EVNT species in addition to the dominant species which
define the vegetation communities present. It is important to note that some least concern or special
least concern flora species may not have been identified due to a lack of fertile material or plants lying
dormant at the time of the survey.
To complete the site survey, Geographical Information Systems (GIS) environmental constraints
layers were uploaded onto a Trimble Juno (Trimble Juno SB Outdoor Handheld GPS GIS Mapping
Data Collector), with an integrated GPS used to locate surveys areas. Handheld Garmin GPS units
(GPS map 78s) were also used during the flora field survey. It should be noted that while efforts were
made to ensure the GPS co-ordinates provided in this report are accurate, a margin of error of
approximately +/- 10 m is expected due to the limitations of the devices used and the recording
environment.

3 Survey results
3.1 Flora survey results
The protected plant flora survey was conducted on 23 March 2015. No EVNT species were observed
within the clearing impact area during the flora field inspection. A list of species observed is included in
Appendix C. Site photos are provided in Appendix D.
As there were no EVNT plant species identified in the clearing impact area, a clearing permit is not
required under the NC Reg (Section 261ZA).
However, as the clearing impact area is within a ‘High risk area’ on the Flora Survey Trigger Map this
flora survey report is to be provided to DEHP in order to gain an exemption under section 261ZA of
the NC Reg.
As mentioned in Section 2.2, there were two habitat types identified within the clearing impact area.
The highly disturbed areas include the road reserve and existing cleared areas, as shown in the site
photos (Appendix D) and in Figure 5. The RE is currently mapped as RE 12.9-10.17 on EHPs certified
RE map (refer Figure 4). The habitat type was observed to analogous to sub community RE 12.9-
10.17a. A description each of the RE code (derived from the Regional Ecosystem Description
Database (REDD V8.1) is provided in Table 2 below.

A number of termite mounds and a turkey mound were also noted. There were a number of stags
recorded throughout the clearing impact area; with a small portion supporting hollows (refer Figure 5
and Appendix D). Habitat features present within the clearing impact area included canopy cover
suitable for shelter, forging and perching, fissured tree bark, dense groundcover vegetation, woody
debris, leaf litter and rocky crevices.

Ws / 4 Potential impacts and mitigation measures 4.1 Potential impacts As the proposed clearing footprint for the NBN Co facility is located within a highly disturbed area of the subject site, it is not expected that the clearing of the footprint will have a significant impact on the adjacent environment. The following section outlines general mitigation measures which will be implemented to minimise impacts of the proposed development. 4.2 Mitigation measures The following mitigation measures will be implemented: Notify DEHP of clearing via exempt clearing notification (protected plants) form All machinery, equipment and materials will be cleaned and certified weed and pest free (ie by completing a Weed Hygiene Declaration Certificate) prior to coming on to site and records kept Clearing will be limited to be that which is necessary for the proposed development A Construction Environmental Management Plan (CEMP) for the proposed works will: — Minimise the risk of the release of pollutants and/or nutrients into the surrounding environment — Manage the potential introduction and/or spread of weed species within the proposed development area and surrounding environment. — Implement appropriate erosion and sediment control measures during construction to ensure sediment is not released « aurecon Leading. 5 Conclusion
The proposed development of an NBN Co Fixed Wireless Facility at Davis Road, Cootharaba, will
require clearing within an area identified as a ‘High risk area’ on the Protected Plants Flora Survey
Trigger Map (refer Appendix A).
No EVNT flora species present within the proposed development footprint or within the clearing impact
area (ie 100 m buffer from the development footprint) at the time of the flora survey.
This report has been provided to gain exemption from DEHP under section 261ZA of the NC Reg, to
allow vegetation clearing to be undertaken within the proposed development area. Prior to the
commencement of clearing activities, the proponent is required to complete an ‘Exempt clearing
notification (protected plants) form’ to notify DEHP of the proposed clearing and receive a ‘receipt of
submission’ providing approval for the clearing works.

Caveat
The information presented in this report has been provided by a range of data sources as acknowledged at
the end of the report.
This report is designed to assist in identifying the locations of places which may be relevant in determining
obligations under the Environment Protection and Biodiversity Conservation Act 1999. It holds mapped
locations of World Heritage and Register of National Estate properties, Wetlands of International
Importance, Commonwealth and State/Territory reserves, listed threatened, migratory and marine species
and listed threatened ecological communities. Mapping of Commonwealth land is not complete at this
stage. Maps have been collated from a range of sources at various resolutions.
Not all species listed under the EPBC Act have been mapped (see below) and therefore a report is a general
guide only. Where available data supports mapping, the type of presence that can be determined from the
data is indicated in general terms. People using this information in making a referral may need to consider
the qualifications below and may need to seek and consider other information sources.
For threatened ecological communities where the distribution is well known, maps are derived from
recovery plans, State vegetation maps, remote sensing imagery and other sources. Where threatened
ecological community distributions are less well known, existing vegetation maps and point location data
are used to produce indicative distribution maps.
For species where the distributions are well known, maps are digitised from sources such as recovery plans
and detailed habitat studies. Where appropriate, core breeding, foraging and roosting areas are indicated
under 'type of presence'. For species whose distributions are less well known, point locations are collated
from government wildlife authorities, museums, and non-government organisations; bioclimatic
distribution models are generated and these validated by experts. In some cases, the distribution maps are
based solely on expert knowledge.
Only selected species covered by the following provisions of the EPBC Act have been mapped:
- migratory and
- marine
The following species and ecological communities have not been mapped and do not appear in reports
produced from this database:
- threatened species listed as extinct or considered as vagrants
- some species and ecological communities that have only recently been listed
- some terrestrial species that overfly the Commonwealth marine area
- migratory species that are very widespread, vagrant, or only occur in small numbers
The following groups have been mapped, but may not cover the complete distribution of the species:
- non-threatened seabirds which have only been mapped for recorded breeding sites
- seals which have only been mapped for breeding sites near the Australian continent
Such breeding sites may be important for the protection of the Commonwealth Marine environment.
