Not Properly Made Submission (Duplicate) Jennifer Sadler MCU12/0216
Jennifer Sadler 181 Forest Acres Drive Lake Macdonald 4563 8 May 2013 Mr Marcus Brennan, Assessment Manager Sunshine Coast Council Locked bag 72 Sunshine Coast Mail Centre 4560 Submission re MCU12/0216 Dear Mr Brennan, I wish to put forward my comments for you to consider in the assessment of the above Development Application for a Material Change of Use at 271 Lake Macdonald Drive. 1. The Notice of Commencement is attached to the fence at Gate 4 of the brickworks site on Lake Macdonald Drive. It is well back from the road next to other signs on the fence and has nothing to dis- tinguish it as being a new sign that would be of interest to anyone other than people who worked at the site. I believe notices alerting the public to a new or changed development must be prominently displayed and this sign is not. By the time the public were aware that there was an MCU lodged at Council for an increase in extraction of clay from the clay pit on Kennedy Drive to be transported to the clay pits on Lake Macdonald Drive the ’comment period’ was already half over not allowing time for proper research into the impacts on locals. Further, locals who would be most impacted by the change in use (those on Hoy Rd, Lake Ridge Court and Racehorse Lane) would have no reason to ever drive by the brickworks and so would never have the opportunity to see the sign even if it were well displayed. 2. In the Development Application Part 2 of 2 ‘Traffic Assessment’ by TTM Consulting (Sunshine Coast) Pty Ltd. It states: 2.2 Haulage Profile ‘TTM have been advised that the proposed rehabilitation of Neales Quarry and White Pit Quarry will involve the extraction of up to 900,000 tonnes (0.90Mt) over a 2 year period. It is understood that the haulage vehicle will be a truck and dog with a payload of 30 tonnes. Over this period it is anticipated that up to 30,000 heavy vehicles will enter and exit the subject site with an anticipated maximum of 50 heavy vehicles per day’. It states in the Information Request Response dated April 2, 2013 ‘The Traffic Impact Assessment Report prepared by TTM Consulting Pty Ltd, included as Attachment 7 of the Planning Assessment Report submitted to Coun- cil, identifies that a total of 60,000 vehicle movements over the life of the project (i.e. 2 years) for the proposed operations will be required to enter and exit the Site in order to haul the extracted material to the receiving sites (i.e. Neales

Quarry and White Pit Quarry). This represents 30,000 movements per year x 2
years.
This is a very serious discrepancy, and because of it, the correctness of the Traffic Im-
pact study is in doubt.
I believe that 50 trucks a day entering and exiting the site 6 days a week (6am to 6pm
Monday-to-Friday and 7am to 3pm on Saturdays) will cause serious disturbance to resi-
dents living along the haulage route from noise and dust, as well as hold ups to these
residents and residents living further out in the Forest Acres area when travelling into Co-
oroy. Lake Macdonald Drive is only a two lane road. The impact of 100 trucks a day
would of course be double that of 50.
In the next paragraph ((b) Internal and External Vehicle Movements at the Brickworks
Factory Site) states
‘CSR have advised that this is less than the vehicle traffic movements for the past
mining lease operations associated with the former brickworks operation.
CSR have advised that approximately 32,400 vehicle movements were generated
by the brickworks operation over a 1 year period (for the past operations) for
haulage of material into the brickworks factory site and delivery of brick products
to the market.
As such, the traffic volumes for the proposed operations are less than the
traffic volumes for the past operations associated with the brickworks factory’.
In the two weeks available for research into the Material Change of Use I have been un-
able to ascertain if the brickworks, while in operation had 32,400 vehicle movements per
year. Long term residents that I spoke to believe that this is not correct and that the vol-
ume of traffic from the brickworks was much less. I have tried to get accurate information
from Council without success at this stage.
Also it isn’t clear what the pay load of the trucks or if they had a dog attached, were run-
ning when the brickworks were in operation. This makes it hard to make an accurate
comparison.
3. Other suggestions for your consideration.
Anecdotally I have heard that there is now what is thought to be clay in 6 Mile
Creek behind Old Coach Way, Lake Macdonald. This is possibly because of the
movement of clay from a CSR mining lease elsewhere in Cooroy that is happen-
ing at present. Six Mile Creek is populated by platypus and an impact assessment
should be conducted on the Six Mile Creek to ascertain how well the platypus will
survive if there is further impact to their environment if the MCU is approved.
There is clay on Lake Macdonald Drive now. Clay on the road is a serious prob-
lem for vehicles, both car and motorbike. Action should be included in a success-
ful application to prevent clay being spilled on the road and when it is, cleaned up
at CSRs expense.
Thankyou for your consideration
