EXECUTIVE SUMMARY
The Noosa River Holiday Park is located at 4 Russell Street Noosaville and is part of the Noosa
Holiday Parks business unit. The current contract for Noosa River Holiday Park management
services is scheduled to expire on 21 November 2022. In July 2022 an invitation to tender was
posted on VendorPanel for new contract services commencing on 22 November 2022. The
contract scope includes management, operation, maintenance and repair of the Holiday Park.
A total of two (2) businesses applied to deliver the contract in accordance with the conditions of
tender. The evaluation criteria allocated 35% weighting to the contract price, 40% to capability
and delivery and 10% to track record and experience. The remaining 15% weighting was
allocated to financial capacity, environment, quality, WHS and contribution to local economy.
The Evaluation Panel completed the evaluation process and determined 1EIGHT Pty Ltd to be
the most advantageous to Council.
The submission from 1EIGHT Pty Ltd scored highly across all non-price criteria, particularly for
capability and proposed delivery of the contract. The Evaluation Panel determined that overall,
their submission offers higher value to Council even though the tendered annual price is higher
than the alternate tender submission.
This report provides background information, a description of the contract scope of services,
tender evaluation summary and recommendation for award of the contract for Noosa River
Holiday Park Management Services.
RECOMMENDATION
That Council note the report by the Property Advisor – Commercial Property to the Services &
Organisation Committee Meeting dated 11 October 2022, and
A.    Award contract T000082 to 1EIGHT Pty Ltd for the Noosa River Holiday Park
      Management Services for an initial five (5) year period commencing 22 November 2022;
      and
B.    Authorise the Chief Executive Officer to exercise future options to extend the contract for
      a further 1 x 2 year period subject to satisfactory performance at Council’s sole discretion.

REPORT
1.    Background
Council owns three holiday parks and campgrounds, located at Boreen Point, Noosa North
Shore and Noosa River. Noosa River Holiday Park is located at 4 Russell Street, Noosaville
and is a State of Queensland Reserve for Camping and Recreation under control of Council as
Trustee. The Noosa River Holiday Park has a premier river-front location with 102 powered sites
and 22 unpowered sites. All sites are tourist sites and there are no long-stay or permanent
residents.
The Noosa River Holiday Park is a Council business activity and is operated on a commercial
basis to ensure compliance with the competitive neutrality principles required under the Local
Government Act 2009.
Council’s current contract for management services has been in place since April 2017 and is
