scheduled to expire on 21 November 2022. In July 2022, Council invited written tenders in
accordance with the Local Government Regulations, Council Procurement Policy and Council
Procurement Procedure for the provision of management services for an initial contract term of
five (5) years, plus one (1) further term of two (2) years at Council’s sole discretion and subject
to satisfactory performance.
Council opened the tender via the VendorPanel e-portal on 6 July 2022 and advertised the
tender within the Noosa Today publication on 15 July 2022. Tender responses were due by 11
August 2022. Three (3) responses were received within the VendorPanel e-portal, with one (1)
regarded as non-conforming. Two (2) conforming responses were received from the following
suppliers:
        1EIGHT Pty Ltd
        BelgraviaPRO (Belgravia Health and Leisure Group Pty Ltd)
The incumbent provider of management services did not submit a tender response.
2.       Contract Scope of Services
The successful tenderer will be responsible for management, operation, maintenance and repair
services, including:
        Booking and guest management
        Cleaning and hygiene
        Property services (grounds and building maintenance)
        Facility management
        Minor repairs
        Coordination of reactive repairs on behalf of Council
        Financial management
        Laundry management
        Revenue generation
The contract scope of services is designed to achieve:
        High service levels
        Operational efficiency
        Value for money
        Facility maintenance and repair
        Maintained revenue levels
        Premium guest experiences
The management services fee structure includes a fixed fee per annum and a variable fee
calculated as a percentage of the revenue generated at the Noosa River Holiday Park.

                                  booking information, built infrastructure, equipment and assets to assist
                                  with preparation of pricing and the tender response.
