SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 11 OCTOBER 2022
or groups of councillors. In particular, advertising should not be used to influence the voters in
an election. It should also not be used for any purpose intended to provide material personal
gain for a councillor or Council staff member.
While the Regulation is not explicit in prohibiting spending on advertising for political purposes
some councils do include similar restrictions in their policies for clarity. The Local Government
Finance Standard 2005 (which was repealed in 2010) previously included a requirement that
imposed restrictions on local government to limit the level of expenditure on advertising in the 3
month period immediately before an election.
The amended policy in Attachment 1 highlights the proposed changes in “track changes” mode,
while Attachment 2 shows the final version with track changes accepted.
The proposed amendments to the policy have been reviewed and endorsed by the external
members of Council’s Audit and Risk Committee.

Council’s Advertising Spending Policy.
