A number of training opportunities have been provided this year for LDCC staff to increase
capability including:

Situational Awareness Platform Training on 16 September 2022
b. Exercises
Due to the activation of the LDCC and the LDMG for the significant flood event in February
it was decided that an exercise would not be required this year.
In lieu of this the Council Disaster Management Officer has attended the following
exercises:
Exercise Avernicus – A South-East Qld Cyclone Exercise – Brisbane (15 June 2022)
Emergency Management Australia Multi-jurisdictional Tsunami Exercise – Brisbane
(31 August 2022)
Floodmapp Flood exercise – Brisbane (6 September 2022)
8. Emergency Operations Team
As well as being responsible for coordinating disaster operations of all emergency services
during an event, Council is required under the Disaster Management Act 2003 to maintain a
response capability to:
“provide equipment and a suitable number of trained persons, using the resources available to
the local government, to effectively deal with, or help another entity deal with, an emergency
situation or a disaster in the local government area”.
In order to meet this responsibility, the Emergency Operations Team (EOT) meets regularly to
develop and coordinate Council’s emergency response capability. Council’s Disaster
Management Officer chairs the group which meets bi-monthly.
This year the EOT adopted a new charter that will steer the direction of the group.
9. Engagement & Collaboration
In July 2020, the Queensland Government Department of Communities, Disability Services and
Seniors funded a Council position for 2 years to work on bushfire recovery and community
resilience in a disaster preparedness context.
The position sat within the Community Development Team and came with additional funding to
support community engagement-related activities and resilience for the Noosa region. The
primary role of the position was to provide support to affected communities and work on
community resilience in response to a local disaster emergency.
This position concluded on 30 June 2022, however deliverables of the Community Plan in 2022
included:
a. 2019 Bushfire Recovery Update
Delivery of the Connecting Noosa program – a region wide (bushfire/COVID)
recovery program with activities and events that foster connection and assist with
resilience in community.
Developing a documentary style film that documents the 2019 bushfires in our
region, to be used as an education and historical piece and archived in the Heritage
Library of Council.
b. Disaster Resilience/Preparedness in Community Update
Continued work on the Person-Centred Emergency Planning (P-CEP) project and
met with the Queensland Disability Network to further plan the roll out of the project.
The P-CEP project will be peer led with a network developed locally. This work is
on-going.
