1. PROJECT UPDATE – JULY 2019
a. Recent Activities: November 2018 – July 2019
The below is a list of activities undertaken since the last Project Update reported to Council in
October 2018:
Establishment of the Internal Working Group and External Reference Groups. The
establishment and membership of these groups was formally endorsed by Council at the
October 2018 Ordinary Meeting. First meetings were held in November 2018 and have
been held progressively since;
Councillor workshops were undertaken in January and July 2019 to provide an informal
update on the project and present the latest capital and operational budget estimates;
An application was submitted for the 2019-2021 Local Government Grants and Subsidies
Program (LGGSP) – notification of a successful outcome was advised in late May,
confirming the State will fund 60% of eligible project costs from July 2019;
Development of an Economic and Financial Analysis report by an external consultant to
review the community and economic needs for the project, the jobs that it will support
during construction and after, as well as the financial capacity and capability for Council to
deliver the project in addition to maintaining the project into the future. The findings in this
report were used to support the successful grant application;
