GENERAL COMMITTEE MEETING AGENDA 12 AUGUST 2019
Finalisation of documentation outlining the preferred concept design for the playground with
expert architect;
Ongoing development of design documentation by Council design staff for future
improvements to the neighbouring streets and areas (pathways, carparking) to support the
playground and town centre;
Development of a procurement strategy for delivering the required construction works and
provide ongoing maintenance support (refer further discussion below);
Updated assessment of Capital Works budget and development of Operational Works
Budgets/Whole-of-life costs for the playground (refer further discussion below);
Commencement of a Development Application process to ensure town planning
requirements are satisfied;
Commencement of a flood study for the site by a specialist consultant;
Completion of contaminated land checks for the site – some minor follow-up activities are
ongoing and should be completed by August 2019;
Commencement of a dedicated project resource for assisting with communications and
community engagement;
Development of 3D imagery and ‘fly-through’ video of preferred concept design, for future
public release.
b. Project Schedule: Design, Procurement and Delivery
A detailed schedule for project delivery has been developed and is summarised as follows:
Concept Design process has been completed allowing detailed assessments of likely capital
and whole of life cost analysis as well as risk management strategies. The concepts plans
will now be released to the public for consultation;
A procurement strategy has been developed which promotes a series of contract packages
released to the market for pricing, which will cover different elements of the playground
infrastructure (for example, construction, early tree procurement, carparks). Note that the
details of this strategy, which includes an Expression of Interest process for the playground
delivery, is the subject of a separate report for consideration by Council;
Procurement activities will commence from August 2019 for the majority of the 2019/20
financial year to secure suppliers and contractor;
Construction of the playground is expected to begin in the second half of the 2020 calendar
year, and continue over the 2020/21 summer months. The actual delivery schedule for
construction activities is still to be finalised; however the grant funding conditions require
project completion by June 2021. At this stage we do not foresee significant risks in
achieving this deadline;
Carparks and Pedestrian Safety improvements are expected to be constructed in 2020 with
completion by the end of the calendar year.
2. PROJECT BUDGET
a. Capital Budget
The capital budget forecast submitted as part of the grant funding application was $4.85 million.
The final approved 60% grant funding included funding for eligible components of the project only
(equating to $4.65 million). The $200k of ineligible costs relate to detail design costs in addition to
the costs of the testing for contaminated land.
